Summary
The T&D Contract Management Office (CMO) Supervisor oversees daily department operations and provides leadership to CMO consultants and analysts. This role collaborates with T&D executive management, Procurement, Supply Chain, Accounting, and Business Unit leadership to manage supplier relationships and ensure compliance with contractual obligations.
Key responsibilities include defining and maintaining Key Performance Indicators (KPIs), centralizing CMO operations within T&D, and reviewing supplier compliance and performance. The supervisor also supports Procurement in contract administration, proposal preparation, and supplier effectiveness reviews. Additionally, this role manages supplier relationships, including program administration, audits, analytics, reporting, and performance evaluations.
Minimum Requirements
+ A four-year Bachelor's degree in Business, Construction/Maintenance, Leadership or other job-related field from an accredited college or university plus three (3) years' experience in finance, supply chain, project management and/or construction/maintenance. In lieu of bachelors degree, a combination of college coursework and/or experience in finance, supply chain, project management, construction/maintenance and/or within other relevant job-related areas equaling seven (7) years.
Preferred Special Skills, Knowledge, or Qualifications:
+ Knowledge and abilities in negotiation methods and techniques, contract administration, project management, construction, financial analysis techniques and accounting and auditing practices and principles.
+ Excellent human relation skills.
+ Strong communication skills both oral and written.
+ Technical understanding and working knowledge of the utility industry.
+ Knowledge of Microsoft Office applications (Project, Word, Excel, PowerPoint, Visio), SharePoint, PowerPlant and Maximo applications.
Major Accountabilities
1) Provides leadership and guidance to Contract Management Office staff. Responsible for staffing, training, salary administration, performance management and employee development.
2) Develops and executes processes and workflows for internal audits of various external supplier invoices in alignment with statement of work. Ensures external suppliers are complying and performing based on contract. Recommends improvements based on audit findings. Coordinates with APS internal stakeholders and groups on any procedural changes or process improvements impacting business units.
3) Acts as point of contact within the Business Unit for any supplier billing practices and issues including, but not limited to: invoice management, communications with suppliers, supplier scorecards, performance reports, and supplier related review meetings. Coordinates with Supply Chain and other stakeholders to communicate and address performance issues with suppliers.
4) Oversees supplier compliance activities. Assists Procurement in analyzing, interpreting, and negotiating contract disputes and settlements, always maintaining company best interest.
5) Establishes and maintains strong partnerships with contractors and suppliers to ensure performance of safety, environmental, and cost management standards. Ensures the external suppliers services meet commitments and performance standards. Drive consistent supplier reviews with Supply Chain and the appropriate business stakeholders.
6) Develops innovative business solutions to customer concerns and issues which result in positive impacts to our corporate and department strategic goals.
7) Monitors expenditures of department ensuring prudent use of company money and resources.
8) Ensures all policies, processes, practices and/or procedures specific to APS are followed on behalf of the Business Unit during the term of the contract which includes adherence to, but not limited to, the following: Supplier Performance Measurement and Management requirements (SC-SP-PRD-0401- Supplier Performance Procedure).
10) Identifies strategic opportunities as it relates to master service agreement (MSA) and statement of work (SOW) recommendations, pricing structure analytics, and contract management optimizations in consultation with Supply Chain.
