**The ideal candidate will have:**
+ Bachelor’s degree in Information Management, Library Science, Business Administration, Information Technology, or a related field of study from an accredited college or university
+ Minimum of 5 years of experience in records management, information governance, or content services systems, including knowledge of FL Statutes Chapter 119 and Federal records management regulations
+ Minimum of one (1) year of formal leadership experience; in lieu of formal leadership, experience managing project teams, budgets, coaching and mentoring team members, or completing leadership training may be considered
+ Experience with data risk assessment and management, audits, and reporting.
+ Demonstrated ability to execute information governance policies and procedures.
+ Proficiency in SQL queries (structured query language)
+ Experience working in a government setting (preferred)
+ Certifications such as ARMA International Information Governance Professional (IGP), Florida Certified Records Manager (FCRM), Institute of Certified Records Managers (ICRM), or other related credentials (preferred)

**Salary Range:** $104,328 - $130,410 annually - commensurate with experience

**Job Purpose:**
Supervises and coordinates the daily operations of the information resources and governance team to ensure compliance with statutory requirements, managing records efficiently, implementing best practices for records preservation, access, and disposal. Provides training, guidance and, assistance to Commission employees with proper records classification and handling. Ensures that the Commission’s information governance practices are aligned with Information Governance polices and frameworks, focusing on records management, litigation readiness, data protection, and risk management. Consult on technology projects to set controls and define information governance requirements. Act at the Custodian of Record and Florida Records Management Liaison Officer to certify records, testify in court, and validate compliance.
**Primary Functions:**
+ Supervise and mentor the information resource and information governance team, provide technical guidance, direction, and information on industry best practices.
+ Provide coaching, feedback, and professional development support to direct reports, delegating assignments and authority as appropriate.
+ Partner with leaders to develop and maintain governance strategies, policies, and procedures related to information assets, data lifecycle management, electronic and physical records, public records management, and litigation readiness;
+ Develop and monitor metrics, analytics and reporting that provide insights related to Service Level Agreements (SLA), information governance activities, compliance status, and risk management to management and stakeholders;
+ Monitor the adoption and integration of Information Governance frameworks such as the Information Governance Reference Model (IGRM), the COBIT framework, and the NIST Cybersecurity Framework and ensure the Commission’s information governance practices are aligned with these frameworks.
+ Create and deploy education and conduct regular audits to ensure compliance with relevant Florida Statutes (e.g., Chapter 119 - Public Records Law, Chapter 257 - State Library and Archives), Florida Administrative Code, Rules for Civil, and other IG authorities;
+ Monitor and incorporate changes in laws and regulations into the commission’s information governance policies and practices;
+ Oversee the lien, public records, and subpoena requests processes, audit responses to ensure compliance with OUC policy and Florida Statutes;
+ Coordinate collection and production of content during the e-discovery process.
+ Manage and monitor the Commission’s scanning, shredding, off-site storage, and other records management related vendors, contracts and processes.
+ Oversee and consult on data governance, data classification, retention, and protection strategies to ensure data integrity, availability, compliance and confidentiality;
+ Provide subject matter expertise in the content services architecture including data and records classification, taxonomy, and rules related to content services systems;
+ Collaborate with IT and security teams to ensure design and configuration practices align with information governance policies and controls. Identify and mitigate risks associated with information management and governance;
+ Define rules, controls, and business requirements to ensure new systems meet 1B-26.003Electronic Recordkeeping statutes, and best practices;
+ Design and deliver training programs, develop user guides, videos, and other artifacts related to use of the content service systems and information governance;
+ Conduct data sampling and e-discovery assessments to define costs and effectiveness of the recovery process (i.e. cost of recovering inaccessible media, requesting data restores, third party vendors, etc.);
+ Oversee the OUC data map and risk register as new systems are implemented and new risk is identified;
+ Lead litigation readiness requirement projects; Provide project management to information governance initiatives, system implementations and other related projects;
+ Promote awareness of information governance best practices and foster a culture of information stewardship within the commission.
+ Perform other duties as assigned.
**Technical Requirements:**
+ Proficiency in records management software and systems;
+ Effective communication skills, ability to
+ Detail-oriented with a strong commitment to accuracy and compliance;
+ Working knowledge of all, but not limited to the following:
+ Statutory Knowledge: Comprehensive understanding of Florida Statutes Chapter 119 (Public Records Law) and Chapter 257 (State Library and Archives), Rules of Civil Procedure (e-discovery), and Florida Administrative Code 1B26.003;
+ Relevant administrative codes and best practices in records management;
+ Information Governance Frameworks and Program Management;
+ Enterprise content management system;
+ Requirements, architectural diagrams, entity relationship diagrams, and other technical documentation;
+ Program documentation including Visio flowcharts, requirements, and user manuals;
+ Data mapping;
+ Data metrics and reporting;
+ Budgeting and contract management.
+ Familiarity with all, but not limited to the following:
+ Federal records management regulations, including FOIA and the Privacy Act.
+ Database – SQL, understanding of relational databases;
+ Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;
+ Strong leadership and interpersonal skills.
+ Excellent organizational and project management abilities.
+ Ability to:
+ Train and develop team members through effective career development planning; act as a knowledge resource;
+ Translate legal, compliance requirements into system requirements;
+ Translate complex statutory or regulatory information into layperson terms;
+ Understand e-discovery, digital signature, and other applications relevant to legal/compliance;
+ Understand cloud applications as it relates to records management compliance and exiting;
+ Understand system integration to and from Documentum; and archival, server, and network technology;
+ Make best practice recommendations for Electronic Content design and usability;
+ Forecast, manage, and track project budgets;
+ Understand and apply governmental accounting practices in maintenance of financial records;
+ Make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages;
+ Use Microsoft Office Suite (Outlook, Excel, Word, etc.) and standard office equipment (computer, telephone, fax, copier, etc.).
**Education/ Certification/ Years of Experience Requirements:**
+ Bachelor’s Degree in Information Management, Library Science, Business Administration, Information Technology, or related field of study from an accredited college or university.
+ Minimum of five (5) years of professional level experience in records management, information governance, content services systems, to include:
+ Minimum of one (1) year of formal leadership experience (required). In lieu of formal leadership, experience managing project teams, budgets, coaching and mentoring team members, leadership training may be substitutable.
+ Experience with data risk assessment and management, audits, and reporting;
+ Experience with information governance policy/procedure execution;
+ Experience in a government setting, preferred.
+ ARMA International Information Governance Professional (IGP), Florida Certified Records Manager (FCRM), Institute of Certified Records Managers (ICRM), or other related certification, preferred.

**Physical Requirements:**
This job consists of sitting, walking, and standing, bending/stooping, repetitive motions, kneeling, crawling, climbing (ladders, stairs, hills, etc.), and may lift up to forty (40) pounds. This job consists of reading, typing, writing, and detailed inspection. Occasionally may drive a company vehicle.
