PURPOSE

Health Systems Trust (HST) wishes to appoint One Sub-District Co-ordinators in Zululand District, KwaZulu-Natal Province to support co-ordination and management of the South Africa Sustainable Response to HIV and TB (SA SURE PRO) Project at sub-district level. The project aims to strengthen local capacity for the provision of sustainable HIV- and TB-related care and treatment.

The incumbent will provide strategic direction, and technical and operational support to the project team and the Department of Health (DoH).


SUMMARY

Interacting with a diverse range of internal and external stakeholders to improve accountability for an integrated and strengthened health system, the Sub-District Co-ordinator (SDC) will co-ordinate and manage the project and associated staff, and provide technical support through mentorship and coaching of Primary Health Care (PHC) Supervisors and sub-structures in the assigned sub-district. Working with community structures and the DoH in the Sub-district, the SDC will provide support to targeted HIV and TB care and treatment, and sexually transmitted infection (STI) prevention interventions.

The incumbent will provide strategic direction and operational support to the project team and DoH staff. They will be responsible for initiating, implementing and reporting on project activities and sub-district performance, and will contribute to other organisational initiatives, such as technical input for proposal-writing.

This is a fixed-term contract position, renewable based on availability of funding.


KEY RESPONSIBILITIESDevelop and implement sub-district project workplans aligned with the district macro-plan and project requirements/workplan Mentor and coach DoH staff on implementation of National Department of Health (NDoH) health initiatives, strategies, policies and guidelines Contribute to sub-district achievement of the 95-95-95 targets for HIV epidemic control through coaching and mentorship in performance management Provide technical assistance and monitor interactions between the sub-district team members to ensure synergy between work-streams Participate in project strategic meetings and weekly reviews with technical and programme leads to give feedback on workplan progress and outputsBuild and maintain relationships with other stakeholders (the DoH; Departments of Social Development, Education, Arts and Culture, and Agriculture; District and Local AIDS Councils, Operation Sukuma Sakhe structures, other District Support Partners, District and Sub-district Health Management teams, donor technical leads)Attend strategic networking meetings with partners and district structures when requested by the Project ManagerConduct site visits with DoH and stakeholder counterparts to perform assessments of progress on implementation plans and quality improvement plans (QIPs)Facilitate and support the DoH and HST teams in identifying performance gaps through data analysis, and develop QIPs at facility and sub-district levelReview QIPs and weekly performance monitoring reports from Clinical Advisors, and provide feedback on QI progress and performance to project management, as well as feedback to Clinical Advisors on opportunities for improvementManage Clinical Advisors, providing support through mentorship and coaching for continuous quality improvement and achievement of project deliverables in line with the project workplanSupport Nerve Centre meetings and the quarterly review process in the districtShare good practice among clusters, HST and district teams, and contribute to relevant HST publications/documentation when requestedEnsure that all project reports are completed and submitted in accordance with workplans and funder contracts, and disseminate reports to district and programme management and facilitate feedback timeouslyStrengthen integration of antiretroviral therapy (ART) management into community-based services by HST, partners and DoH teamsSupport implementation and/or strengthening of Community Health Workers and Ward-based Outreach Team linkages and referral systems for improved health equity and equal access for patients beyond the facility-based servicesIdentify skills gaps in the allocated sub-district(s), and create and implement a skills development plan for individuals in the DoH and HST teams Adhere to HST's financial policies and procedures to maximise cost-effectiveness, managing efficient and responsible use of HST resources and assets (including human resources), and ensuring sustainable allocation of resources for maximum return on investmentConduct reviews of log-sheets against workplans and reports, and tracker reports for compliance with policyContribute to financial expenditure review reports and monthly monitoring of district expenses and assets through monthly reporting of any lost or damaged itemsApply good governance principles and management of deliverables in the allocated sub-districts to mitigate reputational risks that would affect HST's ability to sustain operations and secure funding, and report all risks to HST management timeouslyEnsure that individual performance reviews are conducted every six months with all staff in sub-district, completing the 360-degree reviewManage staff conflict and disciplinary issues in line with HST policies and procedures.

 

REQUIREMENTS

Qualifications

A relevant Nursing degree (with specialisation in Primary Health Care qualification) A postgraduate qualification in Project Management and/or Nursing Management will be an advantage.A Certificate in HIV Management is recommended.

The incumbent must be trained in at least one of the following areas:

Health systems: Demonstrable knowledge of health system strengthening, including the World Health Organization 'building blocks'Leadership and management: Relevant HIV management training, with experience in managementClinical care: Understanding of quality improvement processes and conceptsMonitoring and evaluation: A good understanding of the importance and role of health information systems in health system strengthening

Experience

At least four years' management experience
Proven project management abilities, with experience in the design, administration, management and implementation of public health programmes, including mentoring, coaching and supervision of staff and reporting
A background in HIV/AIDS, STIs and TB (HAST) management, monitoring and evaluation, and quality improvement, with in-depth understanding of the South African public health system, including the policy and management structures at national, provincial, district, sub-district and facility levels and working with DoH staff
Knowledge of the District Health Information System and TIER.Net
Experience of working in a donor-funded environment/non-governmental project-based organisation
Exceptional analytical skills
Ability to work independently or with minimal supervision, and as part of a multidisciplinary team, in a deadline-driven environment.

Overall competency requirements

Extensive knowledge of HIV prevention, treatment, care and support programmesSkills to build and maintain relationships with multiple stakeholdersEffective organisational, management and facilitation skillsAdvanced knowledge of Microsoft Office (Excel, Word, PowerPoint, Outlook)English language proficiency, both verbal and written.

Travel

The incumbent must have a valid driver's licence, and be willing and able to travel as required.


REMUNERATION

A salary package commensurate with the successful candidate's experience and qualifications and in line with HST's job grading system will be offered.
