STRATEGIC SPECIALIST
Summary You will serve as a Strategic Specialist in the Process Improvement Division of SOUTHWEST REGIONAL MAINTENANCE CENTER. Responsibilities You will lead and manage strategic planning, strategy deployment, and organizational assessments. You will establish and maintain the strategic plan by linking, aligning, updating, and disseminating department mission, goals, objectives, plans of actions, and initiative milestones from the Balanced Scorecard framework and NAVSEA Campaign Plan. You will design, implement, and improve the Department strategic management system using strategy maps, dashboards, scorecards, and performance measures for operations. You will be responsible from inception to completion of studies, e.g., conduct/support tests, experiments, survey design and implementation, evaluations of concepts and initiatives for mission, business processes, and future concepts. You will design the development and implementation of the department's Strategic Plan, performance metrics, business process reengineering, information exchange, and knowledge management, while ensuring proper application and validation of metrics. You will complete broad strategic studies with extensive variables and complex relationships such as narrow studies which require intensive research and development of new methodologies. You will establish criteria, formulate projects, or investigates unusual problems. Requirements Conditions of Employment Qualifications For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and evaluating organizational assessment data to develop strategic plans and increase efficiency in order to improve program operations. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing organizational studies to identify trends and make recommendations to improve program operations.
