The mission of the Fiscal Control Division is to provide the highest quality of accounting and fiscal reporting controls of all monies deposited in the Treasury; to assure that monies on deposit in the Treasury are disbursed out of the Treasury in accordance with constitutional and statutory law for the benefit of the citizens of the State of Louisiana; and to provide for the internal management and finance functions of the Treasury.

About the Role:
This advanced-level position serves as a senior fiscal analyst and technical specialist within the Treasury’s centralized banking services program. The incumbent is responsible for conducting complex financial analyses, auditing banking transactions, and overseeing the reconciliation of the state’s central depository account, which processes over $127 million in daily transactions. The role requires expert knowledge of governmental accounting, banking practices, and Treasury's financial systems. Additionally, the incumbent provides functional supervision to less experienced analysts and assists in training staff.
Key Responsibilities:
+ Perform daily audits and reconciliations of the state's central depository account and investment transactions.
+ Investigate and resolve discrepancies in banking transactions by coordinating with financial institutions and state agencies.
+ Act as the system administrator for bank reconciliation software, providing technical support and training.
+ Prepare financial reports and reconciliations for trust and investment accounts.
+ Support audits by assisting the Legislative Auditor’s staff with financial analysis.
+ Provide guidance to agency fiscal officers on reconciliation issues and oversee junior analysts on special projects.
+ Assist with special Treasury management projects and serve as a backup for other staff as needed.
What We’re Looking For:
+ Experience:Demonstrated expertise in accounting, auditing, budgeting, or financial management. Experience with LaGov or similar financial systems is highly desirable.
+ Knowledge:Familiarity with state constitutional and statutory requirements is an advantage.
+ Skills:Strong analytical, problem-solving, and communication skills are essential.

This vacancy may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and Agency-wide permanent status employees); or by Detail to Special Duty or Classified Temporary Appointment. If filled as a probational appointment, this position requires the selected applicant to serve a minimum probationary period of twelve (12) months. Current permanent status classified employees may be required to accept a probational appointment in lieu of promotion if selected. Minimum Qualifications
MINIMUM QUALIFICATIONS:
Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree with twenty-four semester hours in any one or combination of accounting, economics, finance, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR

JOB DISTINCTIONS:
Differs from State Treasury Fiscal Analyst 3 by serving as a technical specialist for specific fiscal control functions.
Differs from State Treasury Fiscal Control Manager by the absence of responsibility to manage and coordinate fiscal control functions for two or more programs for the receipt, disbursement, and safety of public funds in accordance with legal mandates.
Examples of Work
Serves as technical specialist who independently performs research, fiscal analysis and complex fund control functions relative to budgetary and cash management unique to statewide Capital Outlay program.
Determines and allocates interest earnings to appropriations as provided by the Louisiana Constitution, Louisiana Revised Statutes, or Administrative Rule.
Interprets Constitution, Revised Statues and agency policy to perform technically complex fund control functions, such as calculating and preparing journal vouchers to transfer dollars between constitutional and statutory created funds on monthly, quarterly and annual basis.
Develops and generates special automated reports to determine the amount of bond proceeds expended by bond series.
Performs accounting, distribution and financial reporting functions for the State's Revenue Sharing program as stipulated by the state's Constitution and each year's Revenue Sharing legislative act.
Performs accounting, distribution and financial reporting functions for the Millennium and Transportation Trust funds.
Prepares monthly schedule of Investment earnings on the General Fund portfolio investments, Medicaid Trust Fund investments, Transportation Trust Fund investments, LEQTF investments, and the Millennium Trust Fund investments.
Performs comprehensive analysis and daily audit of banking transactions in central depository account and contacts staff at central depository bank and state agencies to resolve deposit discrepancies.
Performs comprehensive analysis of monthly banking transactions related to the state's various trust accounts, Treasury's investment accounts and is responsible for reconciliations of banking transactions in the State's central depository account.
Acts as the System Administrator for the Fiserv Recon Plus bank reconciliation software, oversees the program's operations and serves as training resource as well as knowledge expert in providing assistance to Treasury's staff as well as state agencies' staff with problem resolution.
Oversees implementation plan for new enacted or amended laws that establish, change or eliminate funds to provide for the receipt and disbursement of monies in the Treasury.
Directs and participates in special fiscal management projects as assigned.
