Position Summary:
The Staffing Agency Liaison will be responsible for sourcing, fulfillment and onboarding of premium labor/ staffing agency provided candidates for assigned positions within the healthcare system. They will be the primary manager of the relationships between staffing agency partners and Covenant Health. The Staffing Agency Liaison sources and screens candidates for assigned job openings, ensuring minimum qualifications are met, candidates are name cleared and coordinates and tracks interviews with hiring managers. Works with the contracting portal specialist to onboard all contact/agency labor. The Staffing Agency Liaison will work closely with hiring managers, other facility human resources staff, senior leadership to ensure that premium labor staffing practices meet their organization’s needs.

Responsibilities
+ Works with the Director of Talent Acquisition to establish the Rules of Engagement (ROE) and standardized practices for all staffing agency interaction with Covent Health.
+ Develops a negotiation strategy and identifies appropriate methods to source agency candidates in a timely and most cost-effective manner.
+ Screens presented agency candidates in ICIMS and “name clears” them per policy before accepting agency candidates.
+ Sources approved positions to agency partners for fulfillment as needed, in a timely manner.
+ Develops a thorough understanding of the job families for which recruitment is done.
+ Determines applicant requirements by job description and job qualifications.
+ Conducts quarterly QBR meetings with all active agency partners to gather trends, evaluate effectiveness and improve process as needed.
+ Maintains a pipeline and data base of active temp job seekers for internal fulfillment of temp to hire roles.
+ Conducts phone screens, interviews, evaluates, and refers qualified agency candidates to hiring managers to fill vacancies utilizing excellent communication and interpersonal skills. Provides verbal and written candidate evaluations to hiring managers.
+ Arranges manager interviews by coordinating schedules utilizing the managers’ calendar.
+ Establishes and maintains effective working relationships with hiring managers and meets routinely with managers to discuss vacancies submitted for outside agency support.
+ Responds to hiring manager questions, provides advice regarding agency sources, candidate qualifications, and interviewing techniques. Interprets and administers Covenant Health policies and procedures.
+ Maintains complete and accurate records relating to specific openings within legal guidelines.
+ Communicates with Human Resources departments on position openings and updates. Ensures proper approvals are documented before submitting positions to agencies for fulfillment.
+ Consults with hiring managers and compensation representatives to ensure rates are appropriate. Extends offers to selected agency candidates and uses appropriate closing techniques to achieve a high acceptance rate.
+ Develops an understanding of Covenant lines of business, positions, and competitors and identifies “selling points” to present to candidates.
Qualifications
Minimum Education:
None specified; will accept any combination of formal education and/or prior work experience sufficient to demonstrate possession of the knowledge, skill and ability needed to perform the essential tasks of the job, typically such as would be equivalent to a bachelor’s degree. Preference may be given to individuals possessing a bachelor’s degree in a directly related field from an accredited college or university.
Minimum Experience:
Minimum of 4 years recruiting or HR experience or an equivalent combination of education and experience. Proven ability to interact effectively with a variety of people. Strong verbal and written communication skills. Excellent customer service skills and negotiation skills. Flexibility to meet varying customer needs and to juggle multiple priorities daily. Exceptional organizational skills. Basic personal computer and word processing skills. Knowledge of employment law and Human Resources. Experience working with staffing agencies preferred .
Licensure Requirement:
Employee must have a valid Tennessee driver’s license Class D and state mandated minimum insurance coverage. Driving record must meet Covenant Health minimum standards at the date of hire and throughout employment tenure.
