SR. QA/QC ENGINEER
Qualification: Bachelor’s degree in CIVIL/MECHANICAL Engineering, as applicable, from an internationally recognized university. Post-graduation in multi-discipline engineering is preferable. Membership of a recognized professional institution of relevance is preferable. Experience: Minimum overall 15 years of QA/QC relevant experience on major Infrastructure & Civil and/or Oil & Gas Projects in the respective functional implementation with an international consultancy company, EPIC contractor, or end user, of which at least the last 5 years in a similar senior position. Experience shall include coordination with various discipline engineers during Concept Optimization Studies, FEED, and EPIC; experience in GCC is desirable. Shall have five (5) years’ experience directly relating to construction activities (Infrastructure & Civil and/or Oil & Gas Projects) and a minimum of two (2) years of management experience in establishment, operation, and maintenance of a quality management system in accordance with applicable international standards, with the capability of developing and implementing quality systems, quality plans, work procedures, and inspection plans. Qualified as Internal/Lead ISO 9001 Auditor with IRCA, RABQSA, or equivalent. Professional qualifications relevant to quality are desirable. Working knowledge and experience with international codes and standards relevant to Quality. The candidate shall be capable of engineering QA/QC in the projects with full engineering/technical emphasis. Familiar with development of quality management systems, quality assurance & control relevant to major Infrastructure and Civil projects during engineering development, construction, and commissioning. Working knowledge in the manufacturing inspection and certification processes for equipment/materials in capital projects and associated Quality Assurance and Quality Control practices. Shall have specific qualifications proving expertise in the project’s predominant discipline (i.e., piping, pipelines, mechanical & electrical/instrumentation works). Working knowledge in construction, welding & NDE is essential. Proficient in the English language (both written and spoken). Leadership skills to motivate and organize Project and Contractors' quality & inspection teams to achieve a high-performance level. Primary Duties and Responsibilities: Lead the development of departmental QMS & Project QMS requirements in accordance with Corporate, VP, Departmental, and Project requirements. Lead Project QA/QC team in identification and development of all projects' operational QA/QC requirements. Enforce project performance and quality objectives at all stages to ensure smooth project delivery. Verify/Ensure compliance to the Quality Management System by the department and project divisions, conduct MRMs, and provide oversight on compliance. Perform various activities related to QMS Certification. Coordinate, monitor, follow-up, and report to senior management on outcomes of various audits performed and corrective and preventive actions at Departmental and Project levels. Guide departmental staff and Project divisions to ensure that QMS is implemented, and Certifications requirements are complied with. Monitor Contractor compliance to Project Quality Requirements. Endorse the project division’s established QA/QC organization for QatarEnergy projects. Ensure the required QA/QC organization of Contractors is established and adhered to throughout the Project Life Cycle. Review Scope of Work (SOW) to ensure Corporate and Project quality and technical requirements are incorporated. Prepare and guide preparation of Project Quality Plan (PQP) by project teams and endorse PQPs as per CORP-ENG-PRC-001. Guide pre-qualification of Contractors/Sub-Contractors/Vendors as required, and enforce compliance to ISO 9001 and QP-QAL-STD-004 requirements. Provide oversight during technical bid evaluation to ensure corporate quality requirements are addressed. Participate as a member in Bid Evaluation and Bid Clarification meetings when required. Identify and review higher-level project QMS documents such as Contractor Project Quality Plans for compliance with ISO 9001, QP-QAL-STD-004, and departmental requirements. Endorse Material Criticality Ratings and Inspection and Test requirements for critical equipment. Manage Project Quality reviews and highlights. Review critical project engineering deliverables when required. Assist project teams in reviewing engineering deliverables to incorporate quality, inspection, and testing requirements. Lead reviews of material selection, special process documentation, corrosion and material substitutions in accordance with project specifications and QatarEnergy standards. Participate in updating QatarEnergy standards and management system procedures. Ensure Deviation Control & Non-Conformance Control System implementation to meet departmental compliance requirements. Review and endorse resolutions for deviations and non-conformances (NCRs/CARs) and maintain registers for projects. Prepare departmental quality reports and periodic CAR/NCR reports. Participate in Independent Project Reviews (IPRs)/Technical Audits and support Root Cause Analysis (RCA) exercises. Provide input for Contractor Performance Evaluation Reports. Support technical quality issues during project close-out, final documentation, and warranty claims. Develop departmental KPIs and support project divisions in developing and reviewing divisional KPIs periodically. Implement QatarEnergy’s management system elements relevant to the function. Ensure personal safety and the safety of others affected by QatarEnergy’s business activities. Prevent environmental pollution proactively during project activities. Construction and Inspection Activities: Implement quality inspection procedures on construction activities, suppliers, and subcontractors to ensure compliance with project specifications. Ensure inspection, test, surveillance, and survey documentation meet PQP, ITPs, and project requirements. Review contractor/subcontractor/supplier/TPIA quality documentation and reports. Complete inspection forms and reports for record-keeping. Communicate effectively with contractors, third parties, and end-users. Ensure calibration and certification records for all measuring and testing equipment. Assist construction personnel in developing quality documentation (method statements, work procedures, ITPs). Assist in identifying and correcting potential or actual non-conformances. Coordinate with Field Supervisors and Contractors for civil/structural work inspections. Review and comment on PDMS quality documents for civil and structural activities (material submittals, quality plans, specifications, test results, etc.). Ensure compliance for all civil, structural, and architectural activities and testing. Monitor materials and equipment for specification compliance. Review and approve corrections, preventive and corrective actions for non-conformances. Monitor trends of contractor non-compliance and feedback status reports. Issue Surveillance Reports, NCRs, and CARs for Sr. QA/QC Engineer’s approval. Conduct Quality Audits for contractors, subcontractors, suppliers, and third-party laboratories. Decision-Making Authority: Operate within the framework of established company policies, procedures, engineering codes, DEP’s, standard practices, and procedures. Work is subject to audits but not regular checks; occasionally overviewed by Assistant Manager, QHSE. Responsible and accountable for technical quality and ensuring inspection and testing during procurement and construction are as per design. Context / Special Features / Challenges: Frequent extended working hours; outdoor working conditions (onshore/offshore) are inevitable. Exposure to job-related stress and multi-disciplinary, multi-cultural environments requiring strong management skills. Management of interpersonal relationships and effective communication with QatarEnergy and Contractor teams. Site visits to onshore and offshore facilities/sites.
