Sr. Principal Project Controls Leader, Site Services
The Position

 

The Senior Principal Project Controls Leader is responsible for contract management, buy-out, and comprehensive project control and risk management support to the Genentech campus restructuring program in South San Francisco, a multi-year, multi-project program to provide comprehensive pharmaceutical research and supporting facilities for Genentech’s research groups within a $1.5 – $3B program, managed by the Genentech Site Services Design & Construction Group. 

Project controls at Genentech encompasses tools, techniques and processes that help project managers measure and control project constraints: time, cost, scope, quality, risk and resources. The Senior Principal Project Controls Leader will provide and oversee all project controls support to the program as well as project document management. 

This role oversees 1-2 individuals and contracts with and manages external partners to provide project controls and document management support in line with the life cycle of the program and supporting projects.

             

The responsibilities for this position may include, but are not limited to:

 

●               Develop resource plan for project controls support for the program in accordance with its planned lifecycle and duration.

●               Provide internal leadership with program/project guidance and performance, benchmarking and predictive data, enabling strong program and project reporting and executive level presentations.

●               Support/lead project funding requests with comprehensive benchmarking, scheduling and cost and risk analysis and recommendations.

●               Work closely with the project controls Sr. Director, program manager, project managers and project teams across Genentech Site Services to lead all portions of project controls including estimating, scheduling, risk management, resource management, cost management and change management.

●                Identify external partners and collaborate with internal procurement partners to competitively bid, negotiate contracts and onboard/off-board partners in support of program/project needs.

●               Assume a leadership role in the management of the department's partnership with external partners and ensure the partnership provides optimal value to Genentech in project cost estimation and management, risk management, schedule management and overall delivery.

●                Serve as consultant and advisor to internal management and as an internal Roche / external subject matter expert on project controls on matters pertaining to its policies, plans, objectives and business operations.

●               Support Roche Procurement project buy-outs with project controls and cost and market expertise.

●                Ensure that all projects within the program have a strategic and appropriate project controls plan and resource plan, aligned with the risk profile for the project and with internal Roche guidelines.   

●               Establish and set objectives for project  controls on each project, ensuring sound schedule and financial stewardship  by developing strategies, supporting forecasting of resource needs (including non-project controls resources).

●               Lead the annual and multi-year long range capital planning with planning, budget and cash flow projections etc. for all projects in the program, working cross-functionally with partners responsible for other campus programs to ensure comprehensive short and long-term financial and resourcing forecasting.

●               Manage monthly ac crual processes in collaboration with Roche finance groups and all suppliers.

●               Provide strategic leadership and drive continual process and technology / system improvements to enhance department execution performance.

●               Lead internal and external partner teams in internal and external department audits, with comprehensive responsibilities for all matters related to project controls and document management.

●               Lead collaboration across Roche groups to increase operational and project cost effectiveness.

●               Exercise independent judgment in methods and techniques for obtaining results.

●               Provide training to project managers, other Site Services team members and external partners on Roche Engineering Manual requirements and project specific project controls requirements.

●               Review and apply relevant procedures from the Roche Engineering Manual and internal department requirements.

●               Enforce Genentech policies and procedures relating to ethics and financial stewardship.

●               Introduce quality improvements, efficiency improvements and cost reduction programs in order to ensure that the most effective “best practices” are in place.

●               Manage team communications.

●               Oversee project managers and external partners in project cost negotiations and change order review and negotiations

●               Lead the integration and accuracy of company ERP data with project controls tools data.

●               Communicate project status to management regularly via formal meetings and reports.

●               Successful completion of Genentech specific site training and continual training compliance, ensure staff and external partners maintain training compliance at all times.

●               Establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the organization.

●               Demonstrate professional conduct when communicating with peers, customers and supervisor.

●               Participate in process improvement initiatives.

●               Positively influence others to achieve results that are in the best interest of the organization.

Requirements:

●               Bachelor’s degree is required, preferably in Engineering, Construction Management or Business Management, masters’ degree or chartered quantity surveyor or similar education/degree preferred.

●               15+ years’ experience in the construction industry, project controls consultancy, or as owner’s project controls lead in the biotech / pharma industry.

●               Demonstrable large project controls management experience.

●               Strong expertise in current / best practices project controls techniques including cost, schedule, scope, and risk management.

●               Proficient in common project support processes including procurement, resource management, and project communication.

●               Staff management and consultant management experience required.

●               Knowledge of SAP financial / accounting systems.

●               Expertise in project cash flow forecasting, tied to project schedule.

●               Strong collaboration / teamwork focus and strong executive level communication skills.

●               Some general project management experience and estimating and scheduling knowledge is an advantage.

●               PMP certification is a plus.

●               Excellent organization and planning skills.

●               Advanced Google Suite skills.

●               Self-starter and ability to work with minimum or no supervision.

The position requires on-site presence 3 days minimum per week and may increase to 5 days per week depending on program needs. This position is not eligible for relocation.

    

 

The expected salary range for this position based on the primary location of California is $166,000 - $308,400.  Actual pay will be determined based on experience, qualifications, geographic location, and other job-related factors permitted by law.  A discretionary annual bonus may be available based on individual and Company performance.  This position also qualifies for the benefits detailed at the link provided below.
