Qualcomm is seeking an experienced Export Compliance professional to execute a variety of enterprise-wide classification focused initiatives being led by Qualcomm’s established Export & Sanctions Compliance Team. The position will report to the Director of Export & Sanctions Compliance – Classifications and serve as a subject matter expert for AI and cloud computing matters. This role will span hardware, software, and technology classifications that are leveraged within internal IT systems and shared externally with customers and supply chain partners. Additionally, this position will support new business product development models involving export controls, provide patent guidance, and include merger and acquisition due diligence and integration.  Also included will be classification related risk assessment and training support relative to compliance requirements implemented in all countries Qualcomm has operations and business activities. 

Responsibilities will include collaboration within the global Export & Sanctions Compliance Team and cross-functionally with teams such as Engineering, Program Management Product Management, and Sourcing.   Collaborations will set strategies to develop and improve processes that classify hardware products, software packages, and related technologies in an expediate manner within cross-functional processes.

The successful candidate will be managing and overseeing export compliance for Qualcomm data center and cloud services. The successful candidate for this position will be a proactive and highly productive individual with the ability to manage multiple initiatives and operate at the program and project level. The candidate for this position must have a strong ability to collaborate with multiple team members. The candidate will have expertise with the regulatory technique and engineering/technical capabilities to manage export classifications and more.

1. Review and interpret US Export Administration Regulations to assign appropriate export classifications for Qualcomm’s products, chipsets, software solutions and technology throughout the product life cycle (PLC).

2. Interface with Engineering and Program Managers to evaluate technical characteristics of Qualcomm’s products to determine the US export classification and the license requirements in US and other jurisdictions. 

3. Provide technical support to identify export license requirements for employees, suppliers, partners, customers, and end users. 

4. Provide technical assistance in preparing white papers, guidelines, and position papers as it relates to regulatory compliance of Qualcomm’s products. Provide technical assistance in preparing commodity classifications requests (CCATS) and US export license applications.

Skills and Experience

Broad knowledge of export laws and regulations and best practices of export controls and sanctions of the US, Wassenaar and other countries laws, regulations, and best practices (Regulations include the US Department of Commerce’s Export Administration Regulations, US Department of State’s International Traffic in Arms Regulations, sanctions regulations administered by the Office of Foreign Assets Control and multilateral regimes and regulations of the countries where Qualcomm operates).

Experience and knowledge in the technical aspects of cloud computing including architecture, networking, security, deployment models (public, private, hybrid) and service models (IaaS, PaaS, SaaS).

Experience and knowledge of compliance requirements related to high performance computing and data centers. 

Experience and knowledge of AI and machine learning architectures, model parameters, training and inference.

Experience ensuring data centers comply with specific regulations, such as the Data Center Validated End-User (VEU) Authorization and other license exceptions, by maintaining required security standards and submitting periodic reports.

Experience providing compliance requirements and working closely with IT to implement automated solutions for IT systems/Engineering Servers, Enclaves, Security Domains, IT Clouds and VLSI Data Design Centers.

 Experience implementing compliance programs in various IT systems to ensure effective access controls and data security measures. 

Experience in export classifications, especially Categories 3, 4, and 5 (Part I and II) of the CCL.

Strong analytical skills, including the ability to manage data from multiple sources and interpret requirements and regulations.

Ability to develop trusting relationships across Qualcomm, including within corporate functions, business teams and external sources including various government officials.

Communicate efficiently and effectively, conveying information clearly, accurately verbally and in written materials, in small or large groups. 

Collaborate with multiple teams such as Export Compliance and Government Affairs leaders, team members and business groups to develop and implement creative solutions.

Minimum Qualifications:

• Bachelor's degree and 9+ years of Export or Sanctions Compliance, International Affairs, or related work experience.
OR
Associate's degree in Business Administration/Management, International Business, Law, Electronic/Telecom Engineering, or related field and 11+ years of Export or Sanctions Compliance, International Affairs, or related work experience.

*Completed advanced degrees in a relevant field may be substituted for up to two years (Master’s = one year, Doctorate = two years) of work experience.

Additional Qualifications

Minimum 5 years’ experience with US export controls and additional experience with Wassenaar and other government’s export controls.

Working knowledge of US export control regulations, including the Export Administration Regulations (EAR), and Wassenaar Arrangement Regulations, especially Categories 3, 4, 5 (Part I and II), 6, 7 and 9 of the CCL and ITAR knowledge. 

Familiarity with technical aspects of advanced level classification concepts (ECCNs, CCATS, EAR, Licensing Jurisdiction Determination, Export Licenses, Encryption and Wassenaar, etc.) .

Bachelor’s degree in engineering or a scientific discipline (Computer Engineering, Computer Science, Electrical Engineering, Physics, Electronics & Satellites, Etc.).

Preferred Qualifications

Master's degree or equivalent experience.

Working knowledge and/or experience in telecommunications, cloud services, advanced computing, artificial intelligence, information security, cryptography, semiconductors, electronics, integrated circuits, and computer export controls.

Pay range and Other Compensation & Benefits:

$141,600.00 - $212,400.00

The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted.
