Sr. Contracts Manager

These markets include aerospace and defense, factory automation, air and water quality environmental monitoring, electronics design and development, oceanographic research, deepwater oil and gas exploration and production, medical imaging and pharmaceutical research.​ We are looking for individuals who thrive on making an impact and want the excitement of being on a team that wins. **Job Description** The primary responsibility of the Sr. Contracts Manager is to provide full life-cycle contract management to support Teledyne FLIR Defense’s Government and Defense Business Unit. Must be a US citizen and be able to obtain/maintain a government security clearance, if required. **Location:** While we have chosen Billerica, Massachusetts as the primary location, we are also open to candidates in Elkridge, Maryland or Wilsonville, Oregon and in other locations and a hybrid schedule. **Primary Duties & Responsibilities:** · Provides domain expertise in full-lifecycle US Government (Defense and Civilian Agencies), State, and Local contract management regardless of contract type (Cost Reimbursable, Cost Plus, FFP, T&M, etc.) · Acts as focal point for contractual communications and commitments for assigned Contracts · Works as a partner with Leadership, Business Development/Sales, Program Management, Proposal Management, Engineering, Finance, and other disciplines to mitigate performance risk for both Requests for Proposals and assigned Contracts · Reviews and administers contractual documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature / acceptance · Assures compliance with applicable federal regulations and internal policies and procedures · Monitors program performance for scope changes and takes appropriate action. Manages, advises, and supports business team on issues / developments relative to assigned Contracts · Reviews Requests for Proposals and participates in preparing compliant proposal responses · Negotiates proposals within business goals and documents substance of discussions, agreements and results · Responds to internal and external inquiries regarding contract issues, audits, and compliance requirements · Regularly communicates and documents status/progress of pending items · Generates supporting documents and materials, including Reps and Certs, NDAs, and Bailment/Loan Agreements and coordinates with Legal as required **Job Qualifications:** + Must possess combination of strategic and tactical execution skillsets + Thorough understanding of Government contracts within the Department of Defense (DoD), as well as Civilian Agencies, and State/Local entities + Provides domain expertise in contract management + Administers contracts and monitors contract performance + Acts as focal point for contractual communications and commitments + Works as a key member of program teams to ensure contract requirements are fully understood and executed + Responds to internal and external inquiries regarding contract issues, audits, and compliance requirements + Manages contract change process and works with Program Management, Engineering, Finance and other disciplines to mitigate performance risk + Advises and supports business team on issues / developments relative to assigned contracts + Monitors program performance for scope changes and takes appropriate action + Builds customer relationships and knows customer needs and issues + Provides leadership, subject matter expertise and innovative recommendations to contracting or programmatic issues + Supports overall understanding of contract operations and enterprise objectives **Core Competencies:** + A self-starter, capable of working well independently and remain self-motivated + Must be “hands-on” + Ability to review and assess terms and conditions for risk and to draft and suggest alternative language to mitigate risk + Need to clearly and succinctly be able to communicate both verbally and in writing + Ability to express ideas freely and confidently in group settings and all levels + Proven ability to set and achieve short-term and long-term goals + Ability to interact with internal and external customers on significant matters often requiring the coordination and collaboration of activities across organizational lines + Able to think critically, assess risks and options, and drive consistency and risk mitigation through the lifecycle of a contract + Demonstrates exemplary attention to detail and research skills + Ability to adapt to shifting priorities and goals + Demonstrates proven ability to initiate and successfully implement new ideas that increase organizational efficiency and support business objectives + Ability to train and educate others within team and across organizational lines + Limited travel may be required to support customer contract meetings. + Must be able to obtain/maintain a SECRET government security clearance, if required. **Education and Experience** + BA/BS Degree with minimum of 7+ years contracting experience or equivalent + Thorough working knowledge of the FAR, DFARS and other supplements + Working experience with DoD, Civilian Agencies, International entities, and FMS/FMF contracting + Familiar with ERP systems and revenue recognition concepts Applicants must be either a U.S. citizen, U.S. national, legal permanent resident, asylee, refugee or must be eligible to apply for and obtain the appropriate export control license from the U.S. Departments of State or Commerce. \#FLIR **Salary Range:** $120,300.00-$160,400.000 **Pay Transparency** The anticipated salary range listed for this role is only an estimate. Actual compensation for successful candidates is carefully determined based on several factors including, but not limited to, location, education/training, work experience, key skills, and type of position.
