Gannett Fleming is seeking a Senior Air Quality Team Lead/Project Manager to lead air quality projects / environmental compliance projects within our expanding Environmental practice. As a Senior Air Quality Team Lead/Project Manager, you must be knowledgeable in air quality regulations, permitting & policy in both the public and private sectors, have existing relationships and contacts, and be able to effectively manage a team of technical staff. 

 

As part of fulfilling the technical/project management aspects of the role you will:

Act as Technical Lead on projects and oversee / be responsible for the successful execution of all technical work, including performing QA/QC on all reports and deliverables.Develop strategies for regulatory compliance for clients in the private and public sectors; provide value-added consulting services to clients.Lead regulatory evaluations, air permitting (minor source, NSR, Title V, PSD), GHG assessment, regulatory reporting, and support during audits.Author technical reports, deliverables and related work products.Understand existing regulations and continually review new and proposed regulations to ensure knowledge is current.Execute project management including budget management, scope control, financial reporting, schedule monitoring/reporting.Manage client relationships including corporate manufacturing managers and executives, operations managers, environmental directors and coordinators, private developers, federal, state, local environmental agencies, and institutions.Direct and manage teams as part of executing project work.Manage a team of environmental staff and act as a mentor to junior and intermediate staff., including responsibility for management and oversight of financial performance and other metrics.Experience in stationary source modeling such as EPA approved modeling software: AERMOD, CAL3QHCR, etc. is considered an asset, but is not required.

As part of fulfilling the business development aspects of the role you will:

Lead business development, teaming and proposal preparation for pursuits. This includes marketing, capture planning, and preparing technical and cost proposals.Assist with establishing growth and business development strategies to help capture market share.Work in coordination and collaboration with other business lines as required (e.g., Transportation, Transit & Rail, Water, etc.) on pursuits and proposals and leading the air quality aspects of same.

Minimum Qualifications 

 

Bachelor’s Degree in engineering, science, meteorology or related field.Minimum 15 years of air quality / regulatory compliance experience, preferably in a consulting role or industrial role.A strong background in air quality regulatory review, emissions calculations, air permitting, GHG assessment.Experience with industrial process environments and construction projects.Proven experience in project management and managing client relationships.Knowledgeable in navigating and interpreting federal, state and local regulations, including but not limited to air permitting and compliance, attainment/nonattainment status, conformity reviews, and air emissions reduction measures.Exemplify a team oriented and collaborative approach to executing work.Excellent verbal, written and interpersonal communication skills.
