Mission Support and Test Services (MSTS) is seeking a Senior Safeguards and Security (S&S) Specialist to fill the role as an Inquiry Official for the Incidents of Security Concern (IOSC) Program. An Inquiry Official will be responsible for managing reportable and non-reportable security incidents at facilities and sites under the purview of the U.S. Department of Energy (DOE, National Nuclear Security Administration Nevada Field Office (NNSA/NFO).

 

Key Responsibilities

Under limited direction, support the MSTS Security Programs as an Inquiry Official on all MSTS related IOSCs in accordance with the Nevada Enterprise IOSC Program Plan, to include:Conduct interviews and document the incident and actionsCoordinate with IT/Cyber Security to initiate containment and sanitization proceduresReconstruct the incident to the greatest extend possibleMaintain evidence, documents, and records associated with the inquiry in a case fileAssist with the identification of collateral effects to other programs or security interestsAssist with the analysis and evaluate gathered information to determine a causeAssist Facility Security Officers in outlying areas with their inquiriesAssist Nevada Enterprise tenants and contractors with their inquiriesAssist in the development, writing, and editing of company documents, primarily the Nevada Enterprise IOSC Program Plan.Assist with tracking and trending of information for local IOSC metrics.Develop Insite and awareness articles, briefs, and security topics for the workforce.Prepare and provide presentations to all levels of the workforce, management, and federal oversight relevant to an IOSC.Represent the IOSC Program at meetings.Participate in Management Assessments.Perform other duties assigned by Management. Qualifications Bachelor's degree in field related to the position or equivalent training and experience plus a minimum of 5 years of progressive related experience.Ability to obtain and maintain a DOE Q clearance and be human reliability program (HRP) eligible. Obtain and maintain access to secure computing systems for processing of sensitive IOSCs.Preferred but not required -Working knowledge of the DOE security orders and policies. Critical thinking skills with the ability to solve unique and complex problems.Interpersonal skills communicate with all levels of the workforce in a tactful and professional manner and to communicate clearly and in a manner acceptable to risk decision makers.Writing skills associated with authoring investigation reports, attention to detail and accuracy.Perform and operate independently and under time constraints.Planning and organizational skills.Knowledge and skills in using Microsoft Outlook, Word, Excel, Access, and PowerPoint.The primary work location will be at the Losee Road facility in North Las Vegas (NLV), Nevada.Work schedule will be 4/10s Monday through Thursday (subject to change). Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $77,001.60 - $115,502.40.


Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
