The Sr. Public Engagement and Communications Specialist will play a deputy role in supporting the Orange County and Inland Empire office’s strategic engagement and industry relations strategy. This individual will assist in relationship management, strategic engagement, and pursuit development efforts for HNTB. The role involves coordinating outreach activities, supporting key client initiatives, and assisting in program and project management efforts.
This opportunity entails being responsible for participating in the coordination and implementation of public engagement and involvement programs for infrastructure projects. This position plays a role in the development of communication strategies including materials, and digital and print content. Researches, gathers data, and creates project messaging resources to educate the community. This position will also participate in the development of digital strategies and key performance indicators for the purpose of tracking accomplishments and milestones.
**What You'll Do:**
+ Develops and helps implement effective dissemination of outreach materials, facts and information on project messaging and supports client activities to stakeholders according to the public outreach plan including external agencies, associations, and news organizations using print, periodicals, radio, social and/or visual communication media.
+ Reviews and refines records and reports related to public involvement meetings, forums and public hearings as well as tracks social engagement and other digital strategies as needed.
+ Drafts speeches, creates and designs presentation materials, prepares remarks, briefing documents and/or composes correspondence for use in mailings, meetings, workshops and other public events.
+ Responsible for initial fact checking for reports, articles, and other publications.
+ Develops and implements digital strategies for use on web-based communications, including but not limited to websites and social channels.
+ Helps develop key performance indicators (KPIs) and reviews draft reports to indicate a campaign's milestones.
+ Supports coordination efforts for public meetings and engagements to best support outreach and initiative goals.
+ Interacts with clients to coordinate implementation of communication programs and goals.
+ Performs other duties as assigned.
**What You'll Need:**
+ Bachelor's degree in Political Science, Marketing, Communications, English, Journalism or related field and 6 years of relevant experience, or
+ In lieu of education, 10 years of relevant experience
**What You'll Bring:**
+ Assist in organizing and implementing outreach strategies for the Orange County and Inland Empire markets.
+ Assist and guide clients to facilitate communication between stakeholders, ensuring early identification and quick resolution of challenges.
+ Develop and implement outreach materials and project messaging strategies.
+ Develop strategies for successful third-party coordination.
+ Draft speeches, presentation materials, and correspondence for public events.
+ Create and manage digital strategies, including social media and web-based communications.
+ Coordinate public meetings and stakeholder engagement efforts.
+ Represent HNTB at industry conferences, networking events, and stakeholder meetings to enhance brand visibility.
+ Participate in HNTB client discovery processes and stakeholder engagement to better understand client needs.
+ Support Express Lanes, Tolling, and Ontario Connector outreach efforts, ensuring alignment with regional and national objectives.
+ Support client and program management efforts by identifying opportunities and building relationships with OCTA, RCTC, TCA, Caltrans, SBCTA, and other key clients.
+ Work closely with Client Service Leaders (CSLs) to strengthen relationships and pursue high-profile projects.
+ Serve as Deputy OCTA Client Service Leader (CSL) with the goal of serving as CSL in the future
+ Develop OCTA Client Service Team (CST) strategy.
+ Assist with client and office strategic plan development.
+ Serve in a support role on RCTC and SBCTA CST’s
+ Identify key opportunities to expand the firm’s influence and presence in the California market, especially in the planning and regional rail markets.
+ Collaborate with internal teams to strengthen delivery on key projects, including but not limited to the Ontario Connector.
+ Support super mega pursuits in coordination with RCTC and SBCTA, working with Client Service Teams (CSTs).
+ Assist in organizing and conducting “Success Management Workshops” with advisory staff to improve project execution.
+ Support CRM/AEC360 Client Software needs for OC and IE sales team, with a special emphasis on OCTA and RCTC pursuits.
+ Support the Emerging Leaders, Leadership Academy and other Leadership Programs
+ Participate in GR/PR consultant strategy updates and execution for Southern California clients, ensuring OC-IE remains a primary focus.
+ Support OC-IE GR strategies such as OC or IE In Motion events.
+ Assist in developing strategic teaming decisions and small business outreach approaches including DBE/SBE/WBE events.
**What We Prefer:**
+ Expertise in digital strategy, social media, and public outreach.
+ Strong technical skills with Adobe Suite and Microsoft Office.
+ Ability to own tasks from start to finish with minimal oversight.
+ Excellent communication and stakeholder engagement abilities.
+ 5+ years of experience in transportation, infrastructure, or public-sector engagement.
+ Strong relationship management skills with experience working with public agencies.
+ Excellent communication, presentation, and organizational abilities.
+ Experience with program management, strategic planning, and stakeholder engagement.
+ Knowledge of transportation and infrastructure policies, funding mechanisms, and multi-agency coordination.

The approximate pay range for Los Angeles Metro Area and Orange County, CA is $93,540.99 - $146,307.68. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.

The approximate pay range for San Diego, Sacramento and Inland Empire, CA is $89,473.97 - $139,946.49. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
