This position will coordinate efforts to access federal, state, local and/or private grants and identify new and existing grant funding sources. Writes grant applications, according to format required and submits applications to funding agencies or foundations. This position will also oversee some administration and required reporting of the grants and will administer procedures, in accordance with applicable law, regulation, or policy, for the receipt of grant program funds from various funding sources; creates reports as required; answers inquiries relating to proposed grants, contracts, budgets and program activities This position may also assist BSB with special projects related to energy efficiency, sustainability education, and other community wide initiatives. Knowledge of private, local, state and federal funding sources and policies is needed. This position will be the first point of contact for the public when inquiring about special projects and funding, and will utilize a community support network by meeting and working alongside representatives of government bodies, local businesses, other groups or organizations to develop best practices in accordance with applicable law, regulation, or policy; promotes program objectives, develops new programs and solicits participation, efficiently utilizing available expertise. The nature of the work requires that an employee in this class establish and maintain close cooperative working relationships with supervisory personnel, department employees, and the general public. The work is performed under the general direction of the Community Development Director, but considerable leeway is granted to exercise independent judgment. Duties/Responsibilities Examples of Essential Work (Illustrative Only) •Researches grant opportunities. •Prepares and submits grant applications. Prepares and implements necessary documents for grant application and grant awards. •Reviews recommendations for new funding sources in conjunction with needs assessments and program evaluations, to better achieve overall goals and objectives •Must be able to manage concurrent projects and multiple deadlines and foster productive relationships with funding agencies. •Administers grants including receipting and disbursing of funds. Establishes and maintains accurate records. Prepares periodic financial and performance reports ensuring compliance with all applicable rules and regulations and monitoring project/program progress. •Works with other departments to develop grant applications. •Acts as a liaison to grantees and contract holders to include preparing and managing contract agreements and establishing program parameters and performance standards. •Reviews community needs assessments. •Coordinates and participates in special projects. •Initial public interaction related special project education and inquiries. •Develops and maintains processes to monitoring potential available grants, awarded grants; including grant administration and reporting. •Develops and maintains positive relationships with department heads, elected officials, Chief Executive, and public. •Performs other related duties as assigned. •Perform all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complying with the Health & Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment; and attending safety-related meetings, training sessions, fit testing, etc. •Perform all duties and work assignments in compliance with project quality requirements. •Act responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards. •Perform other duties as assigned. Qualifications Qualifications Required Knowledge, Skills and Abilities •Comprehensive knowledge grant writing and required procedures for state and federal programs. •Familiarity with principles and practices of program evaluation. •Proficiency in use of specified computer applications including word processing and involving the design and management of databases or spreadsheet files and the development of special report formats. Possesses basic knowledge and ability to operate standard office equipment, including a computer, in the course of work. •Ability to influence and stimulate the work product of employees using leadership/management techniques. •Ability to apply and interpret complex federal and state requirements, department policies, procedure, rules, and regulations and determine how the City’s needs might fit within the parameters; •Actively listens to departmental needs and researches available grant parameters to determine if needs can align with grant opportunities. •Ability to review grant documents for completeness and accuracy. •Reliable skill in preparing accurate and timely reports. •Ability to organize own work, set priorities, and meet critical deadlines. •Skill in leadership of team projects •Ability to independently solve problems within assigned areas •Ability to organize, prioritize, & motivate •Ability to handled confidential employee and administrative information with tack and discretion •Ability to communicate well •Ability to perform a wide variety of managerial and analytical tasks •Experience using Word, Excel, Access, and Outlook •Experience with Enterprise accounting systems Acceptable Experience and Training •A Bachelor's degree in Business Administration, Public Administration or related field •Considerable experience in grant writing and special project coordination •4years of government experience preferred •Any equivalent combination of experience or training which provides the necessary knowledge, skills, and abilities to perform the work Required Special Qualifications •Possession of a valid Driver’s License issued by the State of Montana. •Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance.
