CVP is seeking a Software Development Program Manager in support of our federal healthcare client who is an essential service provider to the “research enterprise” of the world’s foremost allergy and infectious diseases research entity. This is a mature organization that effectively and efficiently serves scientific computing and informatics support needs of NIH. Our team will consist of SMEs with expertise in grants and clinical IT and systems, and clinical and biomedical research experience. 

Responsibilities Manage the implementation of the Task Order Management Plan and manage resulting task activities following the HHS Enterprise Performance Life Cycle (EPLC) methodology. Manage team members and provide direction in support of Software Development projects Manage personnel, operations and finances for the life cycle of technology projects. Communication with all levels of management, personnel, subcontractors and client agency representatives. Direct Agile principles and Demonstrated experience in the success of complex projects. Responsible for the implementation of policies and goals of client by leading complex initiatives Manage Product Delivery Team and apply QA measures to the management and performance of the contract.  Qualifications Bachelor’s degree in computer science, engineering or related field. 10+ years demonstrated ability to interact with all levels of personnel and communicate clearly in a professional manner, both oral and written. Expert knowledge of project development with estimating, scheduling, and tracking project life cycles, including the ability to coordinate and prioritize multiple projects. Must meet all requirements for obtaining and maintaining a Public Trust Clearance. 

 

Desired Skills 

PMP Certification. Possess knowledge, expertise, and experience in supporting biomedical and/or research information technology and informatics.  Knowledge and experience with NIH processes, procedures, technologies, and applications are a strength.  Possess leadership/managerial experience at the National Institute of Health.
