Site Security Officer (PEOC3N):

Bowhead seeks a Site Security Officer at Aberdeen Proving Ground, MD. The Site Security Officer will provide overall security guidance and security administrative duties for PEO C3N HQ OPS. The Site Security Officer will be responsible for all security administrative duties in support of PEO C3N HQ and PMs. As well serve as the organization's Information and Personnel Security program. Coordinate visitor security and control, operations security (OPSEC), communication security (COMSEC), security education, emergency plans, classification management, public release of information, violation and compromise of security and integrity of SIPRNET usage. Support security and facility inspections.

Responsibilities Manage and conduct National Industrial Security Program (NISP) operations and supervise associated personnel affiliated with both Department of Defense(DoD)/NISP User Agencies’ contracts and clients as well as Intelligence Community programs and clients that span an "access elsewhere" operational environment to in-house safeguarding of classified/program information and materials (to include classified proposal development support).Ensure compliance with DoD, Federal, and Intelligence Community regulations that govern the critical security disciplines of both NISP/NISPOM and SCI classified contract-related security support.Maintain cognizance and oversight of all NISP-affiliated classified contracts.Develop and deliver required NISP security awareness training courses for all cleared professionals.Develop and deliver a comprehensive continual security awareness program that supplements and enhances the NISP requirements.Develop and maintain comprehensive security Standard Operating Procedures (SOP).Manage the information systems security program, document control, visit requests and physical security.Required to apply business-minded and risk-managed solutions to DoD security issues and business challenges, and must be able to communicate observations and recommendations to leadership and stakeholders.Strong working knowledge of National Industrial Security Program Operating Manual (NISPOM), DoD personnel and information security regulations, information systems security program requirements, Director Central Intelligence Directives (DCIDs), and other related Federal security laws, directives and regulations is required. Demonstrated knowledge of NISP physical security requirements in order to obtain and maintain classified safeguarding programs at various company locations, to include SCIF construction/accreditation and maintenance.Proficient using JPAS/DISS to verify security clearancesReceive/Process visitor requestsSubmit clearances to SMO via JPAS/DISSConduct internal inspections of PM Open Storage and Secured FacilitiesConduct threat briefings for PEO Employees traveling OCONUSManage Key Control / Combinations of safesProcess Visit Requests in SMS and print badgesParticipate in Security/Force Protection activities as requiredParticipate in Protection Program working groups to help implement policy and procedures (Anti-terrorism, COOP, Emergency Management, Industrial Security, OPSEC, Personnel/Physical Security, Protection and Security Management)Duties as assigned Qualifications 6 years as a Security Specialist, Personnel Security Specialist, and/or Physical Security Specialist within the DOD environment. An additional 6 years of experience may be substituted for degree requirement. Strong working knowledge of National Industrial Security Program Operating Manual (NISPOM), DoD personnel and information security regulations, information systems security program requirements, Director Central Intelligence Directives (DCIDs), and other related Federal security laws, directives and regulations is required. Knowledge of DoD and Federal Agencies' controlled unclassified information (CUI)/sensitive information security requirements is required. Demonstrated knowledge of NISP physical security requirements in order to obtain and maintain classified safeguarding programs at various company locations, to include SCIF construction/accreditation and maintenance. Must possess expert knowledge of Joint Personnel Adjudication System (JPAS), e-FCL, ISFD, ACAVS, and other security systems. Must have experience with Program Protection Plans including but not limited to: Antiterrorism Plan to include risk management, planning, and training. Continuity of Operations Plan and Business Impact Analysis for Mission Essential Functions Critical Information List of info that could cause harm to employees or programs OPSEC plan Physical Security plan Written security policy/procedure for actions during a security breach or spill Conduct of regular security training for supervisors Surge support to update specific Security Classification Guides Policy for conduct of OCONUS travel threat briefings Inspection of Open Storage facilities\

Target salary range is $120,000 to $140,000. Commensurate with experience.

 

SECURITY CLEARANCE REQUIRED: Must be able to maintain a security clearance at the Top Secret level. US Citizenship is a requirement for a Top Secret clearance at this location.
