This is full time position providing operational mission support working in the QEHS organization for the Safety Manager supporting the Quality Manager and Environmental/Energy Manager.
Summary
In addition to meeting the necessary qualifications the selected candidate must be comfortable working in a dynamic and high-energy environment. This position will be based in Japan, primarily at a customer location aboard MCAS Iwakuni in support of a Base Operations & Support contract with the Department of Defense (DoD)/Navy- Marine Corps.
Performance Location: The individual filling this position will be working at the Marine Corps Air Station, Iwakuni, Japan.
Working Environment: This is a non-SOFA assignment (SOFA is not provided)
Work Schedule: This position works eight hours/day five days a week minimum on-site during Government working hours with a requirement to be on-call as necessary for applicable issues or incidents that contractually require SSHO attendance.
Major Duties and Responsibilities:
+ Assists the Program Management team in techniques and procedures for the safe performance of work tasks in all areas of the contract, present and instruct safety topics, develop and oversee the proper implementation of THA’s AHA’s and audit the work performance appropriately.
+ Comply with all Amentum corporate Environmental Health & Safety Program and Quality Assurance requirements and goals.
+ Provide general support of continuous improvement and Safety Management techniques and facilitate product line and/or service support application of those techniques, recommend training, tools, and methods for safety for Amentum and Subcontractor employees.
+ Evaluate and maintain Safety policies and procedures, the basis being Host Country, OSHA/JCOSHA, NAVFAC, and USACE requirements such as EM 385-1-1 and 29 CFR 1926.16.
+ Must continually meet the requirements of EM 385-1-1 Section 1 (01.A.17 Contractor Site Safety and Health Officer (SSHO)) and ensure that the requirements of 29 CFR 1926.16 are met for the project. *JCOSHA are acceptable substitutes
+ Establishes and maintains effective relationships and communications, both internally and externally, with persons of all backgrounds and organizational levels
+ Accepts responsibility for his/her own performance and demonstrates the capability to assist other team members in reaching success within the organization
+ Prepares accurate, detailed, and timely reports; track deficiencies and working with management and subcontractors to define corrective action plans and close out deficiencies
+ Liaison directly USG customer in emergency and non-emergency situations
+ Perform general office administrative duties such as preparing reports and summaries using standard Office software.
+ Perform other duties as assigned
Minimum Acceptable Experience and Qualification Levels:
+ Must possess excellent English language customer service skills, interpersonal, oral and written
+ Possesses and demonstrates a positive focus on achieving outstanding customer satisfaction, handling issues or complaints with tact and diplomacy
+ Must have proficiency using Microsoft Office Suite and web-based tools
+ Must be comfortable presenting briefing materials, discussing Key Performance Indicators and paths forward in a meeting environment
+ Basic knowledge of building operations, maintenance and repairs to include electrical work, plumbing, carpentry, HVAC, boilers, etc.
+ Five (5) years’ continuous experience as a Site Safety/Health Officer on installation-wide sized program(s) supporting DoD or DOS program(s) as per EM 385-1-1 [para. 01.A.17].
+ OSHA 30-Hour General Industry (1910) and/or Construction (1926) Certifications.
+ Currently credentialed as Competent Person in Confined Space and Fall Protection
+ Per Contract – “The SSHO shall have completed five years of satisfactory experience in preparing and enforcing safety programs on contracts of similar size and complexity in the past or three years of experience if he possesses a Certified Safety Professional (CSP) or safety and health degree. The SSHO shall have completed the OSHA 30-hour construction safety class or equivalent and shall maintain competency through 24 hours of formal safety and health related coursework every four years.”
Education:
+ High school diploma or GED required.
Language Requirements:
+ Must be fluent in speaking, reading, and writing English.
+ Must have excellent oral and written communication skills sufficient to effectively communicate with employees, management, and the client.
Professional Licenses & Certifications: As required per EM 385 and USG contract requirements
Other Requirements:
+ Candidate must possess a valid passport of home country with a minimum of 12 months remaining to expiration date. If not currently a resident of Japan
+ Will be expected to obtain a company-sponsored Japanese Work Visa if not currently a resident of Japan or a SOFA dependent
+ Position requires the applicant to drive in the performance of work duties. Applicant must be able to obtain and maintain a Japanese Driver License (or SOFA license if applicable) and be able to operate a Company provided motor vehicle on MCAS Iwakuni.
+ Transportation is not provided to locally hired personnel for the purpose of commute to and from the workplace. Non-locally hired are expected to obtain and maintain the legal ability to operate a Company provided vehicle both on and off the installation for the purpose of commute and/or on-site transportation. Those unable to obtain and maintain the legal means to operate a motor vehicle in Japan or aboard the installation will be responsible for their own transportation for all purposes.
**Must be able to obtain and maintain a US Government Clearance. Note: US Citizenship is required to obtain a clearance.**
