Signals Intelligence / Electromagnetic Warfare (SI/EW) and Cyberspace operations Subject Matter Expert
ManTech seeks a Signals Intelligence / Electromagnetic Warfare (SI/EW) and Cyberspace operations Subject Matter Expert to support the Marine Corps Warfighting Laboratory, Science & Technology Division in Stafford, VA This individual will support the Signals Intelligence / Electromagnetic Warfare and Cyberspace Branch with a wide variety of tasks, from research and analysis of emerging technologies to documentation and managing developmental projects related to Signals Intelligence, Electromagnetic Warfare and Cyberspace operations. Qualified candidates must demonstrate proficiency in Signals Intelligence and Electromagnetic Warfare (SI/EW), Cyberspace operations, and have an expansive knowledge of the electromagnetic spectrum and technologies that operate there within. Candidates must possess a master’s degree from an accredited university or an equivalent combination of education and experience. **Responsibilities included but not limited to** : + Serve as Technical Advisor to MCWL S&T on SI / EW and Cyber systems with extensive technical analysis of various current and emerging technologies to assist with the integration and/or development of new systems. + Guide and track the planning and execution of programs, to include cost, schedule, resources, and processes. + Liaise with other branches within MCWL to assess and evaluate emerging SI / EW and Cyber systems in support of Marine Corps needs. + Work closely with representatives throughout the Marine Corps and other services Signals Intelligence, Electromagnetic Spectrum Warfare and Cyberspace operations stakeholders in new and ongoing initiatives. + Conduct regular liaison with counterparts at the Capabilities Development Directorate, Marine Corps System Command, the Office of Naval Research (ONR), Naval Research Lab (NRL), and other USMC, Navy, DoD, industry, and academic organizations. + Provide USMC leadership with timely assessment of program performance, as well as early identification of (and intervention in) program-level issues and risks that are impacting, or may impact, performance. + Set, communicate, and track goals for programs according to strategic objectives. + Lead / facilitate technical meetings, working groups, reviews, and briefings to include developing reports, presentations, and associated documentation. Provide post meeting summaries and meeting minutes. + Participate in current and emerging technology demonstrations and formal testing events, both in a laboratory and in a field environment. + Be familiar with the Marine Corps Planning process. + Be familiar with the National Security Agency policies and United States Signal Intelligence Directives (USSIDs). + Understand the dependence on SIGINT to perform Electromagnetic Spectrum Warfare in a dynamic spectrum environment. + Translate Signals Intelligence, Electromagnetic Spectrum Warfare and Cyberspace operational requirements into material and non-material solutions that are within the within the S&T SI/EW and Cyberspace domain. + Document technology efforts in support of projects within the SI / EW and Cyber Branch. + Participate in technical conferences related to SI / EW and Cyber topics. + Provide trip reports to all government sponsored travel. + Establish ManTech assess to ManTech Property Accounting System (MPAS) to equipment inventories, ship and receive government equipment. + Assist in the planning and execution of capability demonstrations during USMC and Joint exercises. + Assist in the research, acquisition and testing of new equipment, capabilities, or training in order to determine its effectiveness. + Conduct close coordination with MCWL War Gamming, Experimentation Division in order to integrate branch technologies into Lab war gamming and experimentation events. + Conduct close coordination with MCWL Rapid Capabilities Office’s transition team for branch technologies that will inform future requirements or capability integration. + Work as the SI/EW and Cyber Branch representative in absence of Branch Head. **Minimum Requirements:** + Master’s degree or equivalent technical experience required. + SME in communications theory relevant to tactical military employment. Experience managing developmental projects and responsibilities with contractors for cost, schedule, and performance. + Excellent and proven ability to communicate (verbally and in writing) effectively with customer / sponsor stakeholders and senior/executive leadership in government and industry. + Outstanding organizational skills, team-oriented mindset, and ability to work successfully in fast-paced, diverse, and in virtual team environments. **Preferred Qualifications:** + Active TS/SCI + 10 years of military experience + Experience within the acquisition framework, particularly focused on S&T / RDT&E work for the development of new equipment focused on command, control, communications, and computers. **Clearance Requirements** : + US Citizen + Active DoD Secret clearance with the ability to obtain / maintain a TS/SCI security clearance. **Physical Requirements** : + Must be able to remain in a stationary position 50% + Frequently communicate in-person with co-workers, management and customers, which may involve delivering presentations with a high level of accuracy ManTech International Corporation, as well as its subsidiaries proactively fulfills its role as an equal opportunity employer.
