Complete Description:

The DC Department of Corrections (DOC) is seeking a Senior Systems Administrator to be responsible for multiple aspects of application support, production operations, monitoring and issue resolution activities for its mission critical systems. The Offender Management System (OMS) is a Commercial Off-the-Shelf (COTS) product configured for the District; and the core system and database used by the DC Department of Corrections to manage the housing, security, health and well-being of inmates.  Responsibilities of this position include leading complex data collection and analysis supporting the gathering of business requirements, systems development and production problem analysis.

The Senior Systems Administrator will be responsible for maintaining internal and external server application environments.  The incumbent will contribute to the development and support of the Offender Management System (OMS) and custom-built web application environments.  The position is responsible for implementing user requirements in support of the work flow and responsibilities of personnel at the Central Detention Facility (CDF) and the headquarters of DOC.  The Senior Systems Administrator will maintain a combination of the OMS and Web environments.  The position is responsible for the configuration of users, menus, screens, reports and ongoing support.  The incumbent will also be responsible for monitoring and maintaining the associated hardware, operating system, business logic, software and utilities and will provide after-hours support as required.

 

Job Requirements

 

ESSENTIAL FUNCTIONS:

•                Work with COTS vendor on installations, changes, upgrades, patches and production;

•                Work with various contractors and vendors on interface development and maintenance;

•                Install and configure system, custom and third party software packages;

•                Work with users to define and work toward a resolution for problems with the application;

•                Configure systems, tables, reports, functionalities and features as necessary;

•                Work with Database Administrators and IT Operations to resolve technical issues and identify optimal solutions;

•                Work with Database Administrators on table maintenance, upgrades and updates;

•                Provide support and troubleshoot issues related to all assigned applications;

•                Apply patches and upgrades on a regular basis, and upgrade administrative tools and utilities;

•                Translate business process requirements into Offender Management System configuration;

•                Assist in the creation of test scenarios for user testing;

•                Assist users in user acceptance testing;

•                Provide system and application support including configuration, screen design and table maintenance to all end-users;

•                Support development, test and production environments, including the maintenance of usernames and responsibilities and application security;

•                Monitor all related systems, applications and interface for performance and reliability;

•                Assess all performance-related issues;

•                Maintain security and confidentiality of information accessible on managed systems;

•                Participate in IT Change Management process, including but not limited to drafting plans, system testing, and application of controls for all updates made to a test or production environment;

•                Monitor, manage and resolve incoming tickets escalated from the Service Desk;

•                Cross-train other team members to provide backup support;

•                Provide backup support for other team members;

•                Upgrade and configure system software and administrative modules that support infrastructure applications including interfaces as required; and

•                Maintain operational, configuration, or other procedures.

•                Ability to manage changes recommended for introduction into production following configuration management and systems operation procedures; and

•                The incumbent must be flexible as there may be work weeks that require more than 40 hours to ensure the positions expectations and responsibilities are met.

 

 EDUCATION AND EXPERIENCE:

•                Bachelor’s degree in computer science or other technical discipline; Master’s degree preferred.

•                5 – 10 years of experience as System Administrator in an Enterprise wide environment is required.

•                Administrator experience in at least three of the following:  Web Services, SharePoint, Load Balancing, SQL, .NET, Web Center.
