Acquires resources and coordinates the efforts of project team members in order to deliver projects according to schedule, scope and budget. Resolves budgetary, technical, and scheduling issues as they arise and escalates issues of concern to management when appropriate. Maintains project status reports and project files. Understands, proposes updates to, and maintains SRTAโ€™s PMO processes and procedures. Job Responsibilities & Performance Standards: ยท Understands and ensures alignment with project goals, and business needs ยท Secures, manages, and forecasts project budget; tracks expenditures against budget ยท Manages all project phases including initiation, planning, execution, monitoring and controlling, and close out ยท Manages and monitors project schedule, budget, and scope to ensure that projects remain in-scope and meet budgetary, scheduling, and quality requirements ยท Develops and reviews project management documentation and schedules ยท Tracks and monitors project tasks, action items, deliverables, risks, issues, goals, and milestones ยท Identifies resources for project/program implementation ยท Manages resource allocation proactively by ensuring that appropriate resources and tools are assigned to the tasks according to the project plan in order to execute the planned tasks successfully and on time ยท Coordinates the training, managing, and motivating of the project team, as well as resolving team conflicts ยท Manages, reports, and documents changes to the project scope, schedule, and costs using appropriate verification techniques ยท Monitors planning, development, implementation, construction, training and testing activities and reports on any issues, delays, changes, or concerns to management ยท Manages and coordinates with vendors and others project stakeholders as needed ยท Works with SRTAโ€™s Legal department to process contracts, task orders, change orders and amendments ยท Manages these Contract documents to ensure adherence to legally binding requirements ยท Manages and maintains project collaboration sites, project files and documentation ยท Reviews and processes invoices and draw downs for expenditures on projects in SRTAโ€™s financial system (i.e., TeamWorks), following SRTAโ€™s processes to ensure invoices are processed within a reasonable timeframe ยท Provides periodic project status reports to various parties, both internal and external ยท Facilitates internal and external project meetings and ensures detailed meeting notes are distributed to the appropriate team members ยท Maintains excellent communication among project stakeholders, management, and project team ยท Manages proactively project issues and risks. Creates risk and issue mitigation and contingency plans ยท Measures project performance using appropriate tools and techniques in order to monitor the progress of the project, identify and quantify any variances, perform any required corrective actions, and communicate to all stakeholders ยท Follows compliance and procurement processes ยท Maintains a flexible work schedule that may require working on evenings and weekends. It may require occasional statewide or out-of-state travel ยท Maintains a consistent, high quality, professional orientation when conducting business and providing services for the Authority and/or interacting with stakeholders ยท Maintains a high level of job skills by attending and completing various seminars and training courses as well as reading appropriate literature ยท Continues professional development in order to keep abreast of emerging technologies, methods, and best practices. ยท Coaches and mentors more junior Project Managers ยท Performs other duties as assigned by Management Qualifications: Completion of a four-year degree from an accredited college or university in a related field (e.g., engineering, technology, management, business administration, etc.) AND four (4) years of experience in a project management position. In addition: ยท Experience managing software development and software implementation projects. ยท Extensive understanding of PMI project management principles, methods, and techniques. ยท Applicants must be well organized, detail oriented, committed to excel, and possess strong interpersonal acumen for interacting with a broad range of stakeholders, internally and externally. ยท Driven, detail oriented, goal oriented, self-motivated, decisive, and flexible with proven ability to conform to shifting priorities, demands and timelines ยท Strong leadership, high emotional intelligence, diplomatic and motivational skills including the ability to lead up, across and down multiple divisions, offices, departments, and organizations. ยท Excellent communication (written, verbal and presentation) and interpersonal skills. ยท Strong experience presenting to executive sponsors and demonstrated communication skills; both with technical and non- technical staff, and all levels of management. ยท Experience influencing and gaining buy-in from executivesโ€™ sponsors, team members, stakeholders, and peers. ยท Experience working both independently and, in a team-oriented, collaborative environment. ยท Experience negotiating contracts. ยท Experience drafting and submitting budget proposals and forecasts, recommending subsequent budget changes where necessary. ยท Tools: Proficient in Microsoft Office 365 Suite including MS Project, SharePoint, Teams, Excel, Word, and PowerPoint. ยท PMP (Project Management Professional) Certification or commitment to obtain in no more than six months from date of hire. ยท Possess SRTAโ€™s core values of Integrity, Collaboration, Innovation, Customer Focus, and Diversity. Preferred Qualifications: All other qualifications, plus: ยท More than four (4) years of project management experience. ยท Industry experience in the execution of tolling projects. ยท Direct work experience in the tolling industry and customer service systems. ยท Experience in governmental project management. Bachelor's degree in a related area from an accredited college or university OR Two years of related experience.
