FSG Plus – Background

British International Investment (BII) is the UK’s development finance institution. BII invests with the aim of solving the biggest global development challenges by investing patient, flexible capital to support private sector growth and innovation. BII has over 70 years of experience successfully supporting the sustainable, long-term growth of businesses in Africa and Asia, and have recently expanded to invest in the Indo-Pacific and the Caribbean.

BII invests to achieve impact and a financial return. Over the past five years, BII have committed almost £7 billion of new investments, with net assets growing in value to approximately £7.5 billion. BII have now invested in 1,200 businesses which directly employ over 900,000 workers and support many more. Over the next five years, BII plans to grow further, and aims to commit around £9 billion of new investments over the period. BII has a longstanding commitment to Financial Services (with a portfolio of over $2bn invested in financial services across more than 150 investees, which represents about one third of BII’s total portfolio by value).

Over the last year, BII has scaled-up its technical assistance activity to unlock impactful investments and promote sustained practice changes in financial services providers, leading to improvements in the relevance, quality, affordability, and/or accessibility of finance services for underserved groups, green sectors, and/or high impact SMEs. BII has launched Financial Services Group Plus (FSG Plus), a flagship technical assistance facility for the financial service sector, contracted to and implemented by DAI. FSG Plus acts as an extension of BII Plus, BII’s overall technical assistance facility.

FSG Plus enabling a systematic approach to the delivery of technical assistance, working with Financial Institutions to catalyse investment in low carbon, gender and inclusion, and climate resilient projects. The remit of FSG Plus has also been expanded to include the oversight and management of, and technical support to, a new South Asia Inclusion Facility based in India and co-funded by the Bill and Melinda Gates Foundation (BMGF), as well as BII’s Ghana Investment Support Programme (GhISP).

As part of the extension period of FSG Plus, now extended until December 2026, and in virtue of creating a more embedded, responsive, and cohesive team, FSG Plus is looking to welcome to the team a Senior Project Manager (“FSG Plus Manager”), who will provide end-to-end support through all stages of project design and delivery, and will serve as a bridge between the Project Coordinator, the Technical Director, FSG Plus, and Technical Assistance Providers, fostering centralised relationships, clear points of contact, and avoiding attrition in the management of stakeholder relationship. This position will also support the implementation of the South Asia Inclusion Facility and GhISP.

Tasks and Responsibilities

·        Serve as a bridge between the Project Coordinator, the Technical Director, FSG Plus, and Technical Assistance Providers (TAPs), fostering centralised relationships, providing a clear point of contact, and avoiding attrition in the management of stakeholder relationships.

·        Provide end-to-end support through all stages of project design and delivery, providing a reliable point of contact for BII partners and avoiding duplication of efforts across team members, with variable LoE depending on project need.

·        Responsibility over the day-to-day management of the relationship with TAPs, monitoring milestone attainment, providing risk management support and escalation, and communicating and addressing bottlenecks, and leverage opportunities under projects, as they arise.

·        Providing back office and administrative support to the South Asia Inclusion Facility and GhISP, leading procurement processes, contracting, financial support, invoicing, forecasting, budgeting, and monitoring and risk escalation, ensuring lessons learned from these projects are pollinated across other FSG Plus projects. The FSG Plus Manager will act as a centralised point of contact for these initiatives, and will be responsible for stakeholder management, risk management, milestone verification, financial support, contracting support, and procurement. The FSG Plus Manager will have separate weekly check-ins with the leads (Technical Directors and Project Coordinators) of both initiatives.

·        Support the FSG Plus lead point of contact (Technical Director, Climate Lead, or Gender and Inclusion Lead) to monitor overall progress of live projects, identify challenges, track progress against KPIs, manage TAPs, and support quality assurance.

·        Represents a continuous point of support for FSG Plus projects and provides backstopping support for other FSG Plus Core Team members in their absence, providing visible and reliable management support, as well as being able to rapidly identify and escalate any issues.

·        Supported by the MEL Lead and Project Coordinator, ensure strong MEL and communications of programme activities.

·        Ability and flexibility to support FSG Plus projects throughout the whole lifecycle, from design to implementation, being fully available to take on FSG Plus projects.

Level of Effort, Deliverables and Timeline

The FSG Plus Manager will be allocated 18 days per month (full-time equivalent) and will have the flexibility to vary LoE, depending on project need (i.e., LoE will fluctuate from month to month).

In virtue of promoting an embedded, collaborative, and responsive approach to stakeholder management and contribute towards building strong relationships, this position will be required to work from BII’s offices in London Victoria twice a week (travel expenses covered by FSG Plus).
