Do you want to ensure your Navy and Marine Corps warfighter is successful and supported in the battlespace of tomorrow?  Then join KBR as a Senior Program Analyst, Aviation Maintenance. In this role, you will provide support in managing the Aviation Inventory for the Logistic and Readiness branch, OPNAV N980L.

Serves as Liaison between OPNAV N98, N2/N6, HQ USMC, Commander Naval Air Forces, Commander Naval Air Systems Command and the various platform Program Executive Office’s and Program Managers Aviation to coordinate tasks and processes, along with determining the status of various programs in the development of the aviation future forces structure.

Coordinates with Commander, Naval Air Systems Command Structures Division (Air 4.3) utilizing Health of Naval Aviation data for individual aircraft as an input for the Aircraft Inventory Budget Exhibit A-II.

Role and Responsibilities:

Support the Requirements Officer during all phases of the Joint Capabilities Integration and Development System (JCIDS) process. This includes technical writing and preparation of formal requirements documents such as: concepts of operations, capabilities-based assessments, analysis of alternatives, initial capabilities documents, capabilities development documents, and requirements memoranda.

Provide analysis on Future Year’s Defense Program (FYDP) and year of execution requirements vetting to ensure the fleet’s top priorities are supported and defended.

Route draft program-related documents and incorporate salient comments into final version.

Research, investigate, and evaluate program requirements, resourcing, and objectives in the annual Program Objectives Memorandum process.

Conduct studies and provide results to the government pertaining to evaluation and analysis of program performance; research aviation development and trends as it applies to associated programs.

Conduct investigative analysis to assess the impact of programmatic changes on system acquisition, support, and sustainment.

Provide analysis of technology advancements and/or product improvements to increase warfighter capabilities and performance.

Analyze and review similar programs led by other Services and Agencies to leverage Joint applications.

Provide technical writing for the government in response to related Navy internal, Office of the Secretary of Defense (OSD), and Congressional taskers. Draft the response for government review and final submission.

Coordinate with the Naval Sea Logistics Center, Commander Naval Air Systems Command (CNASC), and the various aviation type commanders to ensure historical, current and future aviation inventory is accurately tracked and reported.

Coordinates with Commander Naval Air Forces (CNAF), Commander Naval Air Force Reserve (CNAFR), Chief of Naval Air Training (CNATRA), CNASC in reviewing/updating aircraft daily statuses in Decision Knowledge Programming for Logistics Analysis and Technical Evaluation (DECKPLATE).

Coordinate with CNASC Financial Improvement Audit Readiness (FIAR) office on all aircraft inventory FIAR related issues with Notice of Findings and Recommendations (NFR) and Corrective Action Plans (CAPs).

Coordinates with Navy International Program Office on issues relating to receiving or transferring aircraft to/from foreign countries.

Coordinate aircraft Information Technology improvements required to support audit remediation efforts to monitor compliance of policy and guidance.

Basic Qualifications:

BA/BS degree in a related field. 8 years of related experience will be accepted in lieu of a degree.

Minimum 10 years of aircraft inventory management experience through: background in Aviation Maintenance Administration Navy or Marine Corps, as an Aircraft Controlling Custodian, or prior work experience with DoN aircraft inventory management.

Must have an active SECRET level clearance.

Knowledge of Microsoft Office Suite Word, Excel, Access, Outlook.

Knowledge and understanding of a variety of Navy/Marine Corps business systems, including:

Defense Information System for Security (DISS) / Joint Personnel Adjudication System (JPAS)

Naval Defense – Naval Message – System; Automated Message Handling System (AMHS)

Naval Aviation Maintenance Program (NAMP)

Naval Logistics Information Systems including Naval Aviation Logistics Command Management Information System (NALCOMIS), Decision Knowledge Programming for Logistics Analysis and Technical Evaluation (DECKPLATE), and Aircraft Inventory and Readiness Reporting System (AIRRS).
