Senior Permitting Manager (CAHSR)
Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.

Under the general direction of the Program Delivery Support (PDS) Assistant and Deputy Assistant Environmental
Services Managers and the Authority Director of Environmental Services, the Senior Permitting and Compliance Manager works in the Program Delivery group, which is part of the California High-Speed Rail Authority’s
(Authority’s) Office of Program Delivery, Environmental Services Branch, and reports directly to the Deputy
Assistant Environmental Services Manager.

The Senior Permitting and Compliance Manager is responsible for the following:
• Support the Authority’s compliance staff by managing and overseeing permitting and environmental
compliance activities throughout construction of the CHSR. Currently, the position supports compliance
activities across 119 miles under construction in the Central Valley, expected to extend to 170 miles to
include Merced to Bakersfield.
• Support Authority staff to implement compensatory mitigation requirements. Such activities may include
analyzing mitigation needs, evaluating mitigation options, preparing procurement documents, interfacing
with mitigation providers, supporting permitting and other approvals necessary to implement mitigation,
and overseeing compliance and reporting requirements.
• Support the Authority’s development and implementation of an environmental compliance program that
provides for timely and consistent project delivery and the demonstration of compliance across project
sections.
• Foster and maintain positive agency relationships to facilitate amending permits and resolving compliance
issues.
• Establish and maintain systems for the flow of information among the Authority headquarters, Project
Construction Manager (PCM), and Authority regional environmental teams overseeing construction.
