SUMMARY
This position is responsible for coordinating efforts to ensure that a) 110 LI RR parking facilities are maintained in a state of good repair (68,000 parking spots) b) LIRR parking inventory is maintained and accessible by LIRR user departments and the public through LIRR's intra/internet and that c) parking improvement projects are identified and implemented utilizing Capital Program funds, d) that all parking garages are fully functional, and revenue is collected accurately. This position will lead the effort to identify parking expansion opportunities along ML 3rd track territory. In addition, this position will be responsible for managing the Governor's Enhanced Station Initiatives, as well as other capital investments that seek to maintain and modernize all LIRR stations. This position will also be responsible for managing Transit Oriented Development initiatives near LIRR stations, and other departmental/corporate initiatives (e.g., LIRR Real Estate Task Force initiatives, Technical Evaluation Committees, Twenty Year Needs Capital Program Task Force) as well as taking a leadership role in meetings with consultants, public officials, MTA agencies and community groups. This position will be expected to cover for the Director Station Operations - Parking & Stations in their absence.
RESPONSIBILITIES
Manage commuter parking facilities, to ensure the long-term utilization of Railroad. This includes: i) capital program management ii) development of parking program agreements, iii) parking database management and GIS mapping iv) field reconnaissance to gather/verify parking capacity/utilization information and v) managing future RFP development for 3rd party parking operators at LIRR parking garages and surface lots.
Other responsibilities include:
+ Coordinate with local municipalities and 3rd party parking operators to i) identify parking expansion opportunities and ii) ensure that parking facilities are maintained in a state of good repair.
+ Identify projects that rehabilitate commuter parking spaces and structured parking facilities. The Capita Program includes funding for parking expansion and additional funding for rehabilitation of LIRR parking facilities.
+ Coordinate with LIRR's Public Affairs Department and local municipalities on project requests related to parking expansion and stations access opportunities.
+ Review existing lease and parking agreements and real estate matters related to parking and stations.
+ Generate record of concurrence and staff summaries for MTA board approval regarding changes to LIRR parking operations, parking fees, parking agreements, and parking operator contracts.
+ Review and approve new parking signage and parking system upgrades (pay stations, PARCS and parking counters) at numerous stations.
Serve as the Station Department's lead manager on the Station & Parking Task force related to LIRR's Twenty Year Capital Needs Development
+ Provide technical review on intermodal station projects (e.g./ Mets-Willets Point)
+ Identify parking expansion opportunities along ML 3rd track territory
+ Identify station upgrade needs for the next twenty years.
+ Initiate ADA compliance parking spots (accessibility)
Other Station Support Initiatives
+ Provide technical review on existing and planned station rehab projects for various stations.
+ Serve on technical evaluation committees for station rehabilitation projects.
Contract administrator for the four LIRR parking garages; direct the vendor as required.
+ Monitor garage usage, implement ideas on how to entice customers to use the garages (Mineola, Wyandanch, Westbury, Ronkonkoma)
+ Verify vendor invoicing for accuracy
Monitor contract to ensure vendor is fulfilling all obligations.
Manage Transit Oriented Development {TOD) initiatives throughout LIRR service territory. This includes development of Memorandums of Understanding, development proposal review, station, parking replacement and transportation plans and representation at local/regional TOD forums, workshops and seminars.
Review LIRR Real Estate disposition requests, participate on Technical Evaluation Committees for station and parking projects, support corporate safety initiatives and other corporate goals as needed. Respond to service disruptions and/or emergencies or planned events on a 24/7 basis as required and implement contingency plans when warranted.
Coordinate placement of parking/station and TOD information on internal/external websites. Required update of LIRR parking/station maps and station profile sheets for all 126 stations. Responsible for all snow removal map updates for the intranet.
Select, develop and motivate personnel within the department. Provide career development for subordinates.
Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
Ensure a safe working environment and adherence to guidelines of company safety policies and procedures.
Represent the Stations Department in the Incident Command Center during events and service disruptions.
Perform other assignments as requested by Senior Management.
QUALIFICATIONS
+ A Bachelor's Degree in Business, Planning, Engineering, or related field is required.
+ Minimum of 7 - 1 O years' experience in a transportation related field.
+ Progressively responsible related management experience in a corporate/operations planning or demonstrated equivalent.
+ Experience representing the LIRR at community forums.
+ Individual must possess community sensitivity when identifying, planning, and implementing parking and station improvements.
+ Proven, effective leadership, management, problem solving, decision-making and judgement skills are required.
+ Superior analytical skills, knowledge of operations, operational needs and fiscal policies governing LIRR.
+ Superior human relation skills and professional demeanor with proven ability to effectively influence decisions and interact with all levels of LIRR staff, MTA and government officials.
+ Represent LIRR to local elected officials on Parking and Station investment plans and needs.
+ Ability to direct multiple projects concurrently with strong organizational, interpersonal and communication/presentation skills.
+ Individual must have a high degree of professional integrity and work ethic.
+ Must possess a valid driver's license.
PREFERRED QUALIFICATIONS
+ A master's degree in business, planning or related is preferred.
+ Project management or related experience is highly desirable.
+ Experience in parking management including garages, commuter lots and facilities.
+ Knowledge of MTA Real Estate contracts/agreements and revenue/audit management.

Rate: $ 61.795000 is the 100% hourly rate of pay.
80% - 1st 365 days of compensated service.
80% - 2nd 365 days of compensated service.
85% - 3rd 365 days of compensated service.
90% - 4th 365 days of compensated service.
90% - 5th 365 days of compensated service.
95% - 6th 365 days of compensated service.
100% - After 365 days of compensated service.
New Hire Wage Progression for Employees Hired Prior to 9/25/2014:
Rate: $ 61.795000 is the 100% hourly rate of pay.
80% - 1st 365 days of compensated service.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview.
