ICF seeks a Senior Level Natural Resources Economist to support environmental and natural resources research, policy and programs for Federal, State & Local, and Non-profit clients. This position is remote anywhere in the US.

This is a Senior Level role and as an experienced Economist, you will use your understanding of the regulatory process and skills in economic analysis to tackle challenging and meaningful projects involving issues such as water quality, aquatic ecosystems and resource valuations, environmental regulations, water resource and environmental economics, and other challenges.

Your expertise in economics, regulatory analysis, and applied research will inform policy decisions across several agencies including Environmental Protection Agency (EPA), Department of Transportation (DOT), other federal, state, and local agencies, and select non-governmental organizations.

This role provides an outstanding opportunity to collaborate with experts across ICF and partner with business leaders to grow and expand our environmental policy portfolio within ICF’s expanding Regulatory, Policy and Economics Practice.

We are flexible on location, as you will be joining a team distributed across the Washington DC Metro area, Cambridge, MA, and other locations. Travel to client sites, ICF offices and conferences may be required, depending on project and client needs.

What you will be doing:

Conduct research and direct analyses of the environmental effects, costs, and benefits of policies and regulations related to ecological and human health, and other topics. This may include: benefit-cost analyses of environmental regulations, benefit transfer, ecosystem service evaluation, aquatic resource evaluation, stated preference valuations, hedonic pricing models, econometric analysis and meta analyses of studies.Program in R and develop complex regression analyses and micro-simulation models using STATA.Meet with leadership within client agencies to discuss their programs’ and organizations’ most pressing needs, identify opportunities and present ICF’s capabilities.Creatively bring the best of what ICF has to offer to new and existing clients and help us develop innovative approaches that meet client needs for timely, high-quality analyses and program support.Support new business capture and proposal efforts by contributing to content, proposal strategy and help develop compelling technical solutions for client audiences.Mentor, coach, and supervise junior staff. Monitor workload, provide guidance, ensure quality work products and high levels of employee engagement.Attend client meetings, conferences and take the opportunity to publish and/or present research/white papers.

Minimum Qualifications:

Master’s (MA/MS) degree in public policy, economics/resource economics, or a related discipline (PhD preferred)10+ years of relevant work experience post Master’s.5+ years of experience in economic and regulatory analyses in one or more domestic US policy areas including environmental protection, pollution prevention, and natural resources management.5+ years of experience working on programs or projects related to the environment, public health, and safety.2+ years of experience conducting benefit-cost analyses, economic impact modeling, and quantifying and monetizing regulatory benefits.

Preferred Qualifications:

Doctorate (PhD) degree in public policy, economics/resource economics, or a related discipline, plus a minimum of 5 years of relevant experience after receiving a Doctorate.2+ years of experience programming in R and/or STATA for data analysis.Demonstrated knowledge of the federal government rulemaking process and economic analysis requirements.10+ years of experience conducting benefit-cost analyses, economic impact modeling, and quantifying and monetizing regulatory benefits.Experience in applying non-market valuation approaches.Demonstrated project and people leadership experience.Demonstrated success managing projects of $750,000 and upwards.Strong technical project management and financial project management acumen.Demonstrated success delivering policy solutions to clients in a professional services/consulting setting or within a federal agency setting.Demonstrated consulting, communication, client management, project operations, team building, and business-building ability.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$105,353.00 - $179,101.00
