HOURS OF WORK : 9:00 am - 5:30 pm (7 1/2 hours/day)

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY :
This position is responsible for ensuring the accurate accounting and financial reporting of leases (lessor & lessee), Subscription-Based Information Technology Arrangements (SBITAs), Public-Private and Public-Public Partnerships and Availability Payment Arrangements and fixed assets for all MTA agencies. The incumbent will be responsible for processing journal entries, reviewing and analyzing accounting transactions, and assist with the preparation of audited financial statements and disclosures, with an emphasis on leases and fixed assets. This position will coach and supervise staff accountant/s.
RESPONSIBILITIES :
+ Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
+ Oversee all activities related to the proper accounting and financial reporting of leases and subscription-based information technology arrangements, Public-Private and Public-Public Partnerships and Availability Payment Arrangements in accordance with Governmental Accounting Standards (GASB 87,94 & 96) and other related new Accounting pronouncements.
+ Review lease, IT procurement contracts and purchase orders to ensure proper accounting treatment. Manage the preparation of annual composite of leased vehicles for financial reporting in accordance with GASB 87.
+ Manage the analysis and recording of monthly lease transactions and resolve reconciling items between agency records and Yardi reports.
+ Coordinate with Procurement, business operations, MTA Real Estate, MTA IT, Yardi system, and outsourced Real Estate Accounting provider to obtain, review and process transactions and resolve issues.
+ Ensure Fixed Assets are capitalized and depreciated in accordance with GAAP, GASB and agency policy.
+ Manage the preparation and review of account analysis, quarterly Rollforward and disclosure reports.
+ Provide information as needed for internal and external audits.
+ Other duties or projects as assigned.

EDUCATION AND EXPERIENCE :
Required:
+ Bachelor's degree with a major in accounting and/or finance or business-related field or an equivalent combination of education and/or experience that demonstrates knowledge of Lease Accounting/Financing principles
+ Minimum 7 years managerial experience in accounting or finance, preferably in a general accounting function
+ Demonstrated supervisory and/or leadership abilities
Preferred:
+ MBA or CPA
+ At least 3 years in a managerial and/or leadership role.
+ Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
+ Public Accounting or related experience
+ Experience working with contracts and purchase orders (financial compliance)
+ Experience in PeopleSoft or similar ERP system and lease accounting software
+ Familiarity with the MTA’s policies and procedures.
+ Familiarity with the MTA’s collective bargaining procedures.
