This position is responsible for coordination of reporting for internal customers (Senior Management, General Manager, Management Committee) and external customers (County Funding Partners, FTA and Legislature). This position is also responsible for development and updating of 20 year Financial Management Plans for the FTA for New Starts and Small Starts Project Offices while ensuring internal reporting consistency with the long range plans. This position is also the main contact on Financial Management Plans for the FTA which includes financial modeling that is very detailed and complicated. The position ensures Federal and State Audit Compliance and also provides leadership and financial knowledge to various Legislative, Funding Partner and Senior Management financial requests. Education in financial disciplines is imperative towards maintaining proper financial controls. What you would do in this job Metro Transit Finance Reporting: Accounting, Capitol Asset Accounting, Materials Management and Ridership 1. Provide Financial Leadership, knowledge and assistance in Developing Requested Ad Hoc reporting for special requests . These include requests from the State Legislature, External Rail Funding Partners, Senate and House Legislative Proposals and Financial Analysis requests , Metro Transit Capital Project Manager requests and Analytical requests from Metro Transit/Metropolitan Council Senior Management. + Coordinate, Develop , prioritize and Oversee Ad Hoc Reporting Requests to ensure understanding of the request, consistency of the information, and compliance with Metro Transit Operating and Capital Budgets and Monthly, Quarterly and Annual Financial reporting . + Meet with Director of Finance , Sen io r Management or Finance Staff to efficiently and effectively determine the scope of the Ad Hoc Request, information available, information needed, staffing assignments and timing of the work requirement deliverable analysis . + D evelop financial models as necessary to Forecast the financial outcomes . Ensure compliance and consistency of information with all Monthly, quarterly and Annual financial information. 2. Coordinate preparation for Federal, State of Minnesota Annual Audit , Metro po litan Council Internal Audits , and State Legislative Audits for Metro Transit . + Coordinate annual State of Minnesota CAFR Audit with finance staff, Regional Administration and State Auditors. + Work with Internal Audit to coordinate, oversee, respond and provide staff direction on Federal Audits from the Federal Transit Adminsitation . This includes periodic Federal Financ i al Management Oversite audit s and triennial Audit s. + Work with Internal Audit on State legislative Auditor requests and coordinate, oversee, respond and provide staff direction to respond to audit request. Also develop necessary reporting as requested. 3. Lead development of 20 year Financial Management Plan financial models for the FTA and Local Funding Partners for New Starts and Small Starts Federal Projects towards advancing projects to a Federal FFGA – Full Funding Grant Agreement. + Coordinate the Develop ment of 20 year Financial Management Plans Models for New Starts and Small Starts FTA Projects towards receiving a Full Funding Grant Agreement. + Develop Financial management operations plan that incorporate historical financial results, utilize recent financial budgets and actual financial results, and forecast future years using reasonable, quantifiable , and supported information to forecast future operating plans . + Ensure Coordinate and consistency of financial information with all new starts and small starts projects . Ensure consistency within all of the forecasted financial tools, assumptions and parameters. 4. Coordinate the production and publishing of timely and accurate Monthly, Quarterly, and Annual Financial Statements. + Report monthly financial information with forecasts for the balance of the year to Metro Transit General Manager , Director of Finance and Senior Management Team. + Prepare quarterly Metro Transit financial reports for the Metropolitan Council Management Committee and Metro Transit Light Rail/Commuter Rail financial reports for the County Funding Partners. + Report Quarterly financial reports to the Light Rail/Commuter Rail County Funding Partners Finance Teams. + Reporting includes Actual to Budget to Forecast Analysis and explanation. What education and experience are required for this job (minimum qualifications) Bachelor's degree in Finance, Accounting, Financial Management or related field AND 8 (eight ) years of progressively responsible experience in finance or accounting including prior experience in budget preparation/interpretation and financial management required. At least five (5) years of progressively responsible management experience is also a requirement. The position requires a professional and practical level of understanding of accounting, financial reporting and financial management that is acquired th ro ugh a degree program. Desired Qualifications + CPA, CMA or MBA preferred. + Accounting and Financial Management in the Transit Industry + Accounting and Financial Analysis for the Legislature and external funding partners + Financial best practices in public transportation , bus and rail including operating and capital budgets and extensive transportation financial forecasting models. Knowledge Skills and Abilities + Knowing / Understanding / and being able to explain complex financial issues + Knowledge of Generally Accepted Accounting Principles (GAAP) + Knowledge of Financial Systems and accounting best practices + Knowledge of management/supervisory practices, performance management including coaching, counseling, staff development, performance improvement and discipline. + Detailed complex financial modeling skills + Project management, strategic planning, presentation development and public speaking + Collaboration, Facilitation and Communication skills towards development of annual budgets, forecasts, Ad Hoc reports and Financial Models. + Ability to present findings and recommendations to all levels of management inside the organization and to external stakeholders. + Leadership and ability to lead staff and work groups on daily accounting and extensive financial modeling + Ability to apply knowledge of accounting practices and GAAP compliance to financial operations + Ability to read, analyze and interpret internal and external financial requests and apply best practice statistical methods, analysis, and procedures.
