JOB TITLE: Senior Manager Climate Resilience Planning AGENCY: Construction & Development DEPT/DIV: Planning/Capital Strategy REPORTS TO: Director Climate Resilience Planning WORK LOCATION: 2 Broadway HOURS OF WORK: 8 : 3 0 AM to 5: 00 P M or as required (7.5HR/ DAY ) HAY POINTS: 775 SALARY RANGE: $ 110,107 to $ 144,516 DEADLINE: Open Until Filled S ummary The Senior Manager will help shap e the future of the greater New York region by substantially contributing to the MTA ' s climate resilienc e planning. More specifically, this position will contribute to the development and execution of a multi-billion dollar 5-year MTA Capital Plan that identifies the critical transportation investments necessary to ensure the continued mobility of the region as climate change causes more intense and frequent extreme weather events . Th e Senior Manager will work directly with senior staff across the MTA in the development and tracking of capital projects that reduce climate risk s for MTA customers and assets. Responsibilities The Senior Manager of C limate Resilience Planning is responsible for integrating climate resilience priorities into the MTA ' s capital assets, such as stations, track, pump rooms , structures, signals, communications, power, yards and facilities that together make up the millions of components that enable the MTA to move millions of New Yorkers every day. The Senior Manager of C limate Resilience Planning will manage internal progress on programs and initiatives that make the New York City region and the MTA itself more resilient to climate change. The Senior Manager , Climate Resilience Planning will contribute substantially to all, or a subset therein, of the following core Planning activities: Execution of MTA ' s Twenty-Year Needs Assessmen t , Climate Resilience Roadmap, and 2025-29 5-year Capital Program , particularly in relation to climate resilience . Working directly with senior staff on the development and planning of multiple climate resilience proposals and initiatives . Develop ing and m anag ing scopes, budgets, and work plans for various projects . Quantifying the benefits of climate resilience, including identifying and using . M odels to estimate the magnitude of avoided losses and risk reduction through proactive planning and design requirements . Supervising consultants, reviewing consultant deliverables , and providing timely and thoughtful feedback that improves the quality of deliverables . Developing, using, and m anaging asset planning tools, particularly those that inform the prioritization of climate resilience actions within the MTA capital plan . Ide ntifying, cleaning, and u tiliz ing large databases of information, including asset assessments, asset inventories, regional planning information, transit usage, climate risk data, and socio-economic and demographic information , to complete technical analyses that ultimately inform climate resilience capital investment prioritization . Develop ing and d eliver ing content-rich analyses and presentations to MTA senior staff, operating agencies, the public, and non-MTA agencies . Us ing GIS to analyze contexts and implications of transportation improvements and vulnerabilities to climate risk Education and Experience A Bachelor's degree in Urban Planning, Engineering, Public Administration, Environmental Sciences, Transportation, or a related field. Must have a minimum of eight (8) years of relevant experience, preferably in transportation planning. Must have a minimum of four (4) years in the management of large projects or supervisory role in a multi-faceted organization. Master's degree preferred. AICP or PE certification/license is a strong plus. Understanding of and fluency with climate modelling, sustainability initiatives, and risk-based decision - making. Strong supervisory and technical skills, including proficiency in data analytics, visualization tools, and spatial analysis. Ability to perform in - depth qualitative and quantitative analyses using a variety of tools and datasets. S ubstantial time and task management skills with the ability to manage multiple projects and deadlines and maximize the output of a small staff. Effective communication, verbal, written, and presentation skills. Knowledge of the MTA regional network and operating context, as well as local, state and federal transportation and policies. The ability to work with both senior - level staff and technical personnel on a diverse array of issues. The ability to interface with stakeholders, including senior political and business representatives .
