PayPal UK Ltd (PPUK) is a dynamic UK-based eMoney Institution regulated by the FCA as the Senior Manager, Financial Crime Controls. This pivotal role supports the MLRO in ensuring the firm complies with its anti-money laundering (AML) and counter-terrorist financing (CTF) obligations. You will play a key role in shaping, implementing, and overseeing effective financial crime compliance strategies, while fostering a strong compliance culture throughout the organization.

The Senior Manager, Financial Crime Controls is responsible for assisting the MLRO in leading the firm's financial crime compliance program. This includes managing AML/CTF processes, monitoring emerging risks, and ensuring robust policies, controls, and procedures are in place. You will act as a trusted advisor to internal stakeholders, contribute to regulatory engagements, and manage operational aspects of AML compliance, supporting the firm in navigating an evolving regulatory landscape. 

 

Responsibilities 

Support the MLRO in maintaining and enhancing the firm’s AML/CTF framework, ensuring compliance with UK and EU regulations. 

Conduct ongoing risk assessments to identify and mitigate financial crime risks across products and services. 

Manage escalations of suspicious activity, conduct investigations, and prepare Suspicious Activity Reports (SARs) for submission to the NCA. 

Oversee the firm’s transaction monitoring processes and respond to alerts requiring enhanced due diligence. 

Assist with periodic reviews and updates to the AML/CTF policies, procedures, and risk assessments. 

Provide subject matter expertise on financial crime risks for new product launches and business initiatives. 

Conduct internal training sessions to raise awareness of AML/CTF responsibilities and regulatory requirements. 

Prepare detailed reports on financial crime trends and firm-level performance for senior management and the Board. 

Maintain open communication with regulatory bodies, external auditors, and law enforcement as required. 

Serve as an alternate point of contact in the MLRO’s absence, ensuring continuity of the financial crime compliance program. 

Act as Enterprise Service Owner (ESO). Providing over to service level delivery across the AML program. 

Maintaining robust tracking of metrics, documentation and data for program support including reporting to related forums and committees. 

Creation and implementation of a testing framework for the delegated/outsourced duties 

 

Job requirements and Interpersonal skills 

Regulatory Expertise: Strong understanding of AML regulations, including the Money Laundering Regulations 2017 and FCA guidance. 

Analytical Skills: Proficiency in analysing complex data to identify potential risks and trends. 

Attention to Detail: Exceptional precision in reviewing SARs, monitoring reports, and compliance documentation. 

Stakeholder Engagement: Excellent interpersonal skills to liaise with internal teams, external partners, and regulators. 

Leadership: Demonstrated ability to lead initiatives and influence cross-functional teams. 

Problem Solving: Proven capacity to resolve escalated issues promptly and effectively. 

Technical Aptitude: Familiarity with AML software tools and data analytics platforms. 

Integrity: Unwavering commitment to upholding ethical standards and regulatory requirements. 

Proactivity: Ability to anticipate risks and implement solutions before issues escalate. 

Adaptability: Resilience in responding to an evolving regulatory and operational landscape. 

 

Additional Skills: 

Bachelor’s degree required with 7-10 years of experience. 

Strong computer knowledge; excellent MS Word, Excel, and PowerPoint skills.
