About the Job

The Senior Manager, Business and Strategic Policy Development (Senior Manager, BSPD) reports to the Chief Strategy Officer, with accountability for providing strategy, judgment, project management, organization, and evidenced-based analysis to influence decisions, and directly to meet CINQCARE strategic requirements. Key duties of the Senior Manager role include:

Leading market research initiatives to support the development of new market and product opportunities, and expansion of existing markets and products. This includes conducting on the ground assessments of opportunities and identifying community-based partners and potential approaches for collaboration.Developing product and market strategy presentations for internal and external use, as well as other supportive material such as high-level new business pro forma analyses in coordination with the CINQCARE Health Economics group.Conducting public policy research relating to Medicare, Medicaid, duals, the disabled and Exchanges/Market Place programs at the state and federal level to identify and solidify new opportunities.Coordinating with other CINQCARE departments including those focused on government relations and CINQCARE AI regarding the development of new tools and methods of using data to help better engage and communicate at the community level.Researching and providing insight into new care and value-based model developments occurring in inpatient and post-acute care and other areas to include emerging alternative sites of care and “in-home” models, and how these models might be deployed to support undeserved communities whether in urban or rural areas.

The Senior Manager will also be responsible for:

Leadership: The Senior Manager will lead in defining and executing strategies and solutions to create business value, including coordinating across CINQCARE departmental teams, as applicable, to design, develop, and execute those strategies and solutions to deliver desired outcomes.

Strategy: The Senior Manager will assist in developing and refining the CINQCARE strategy and roadmap: (1) improve outcomes for the people CINQCARE serves; (2) enhance the efficacy of other CINQCARE business divisions; and (3) develop and deliver external market opportunities for CINQCARE products and services. In establishing the business strategy, the Senior Manager will help define and innovate sustainable revenue models to drive success of the Company.

Collaboration: The Senior Manager will ensure that the capabilities developed form a cohesive offering, including by working closely with other business divisions to learn their needs, internalize their knowledge, and define solutions to achieve the objectives of CINQCARE.

Knowledge: The Senior Manager will provide and develop subject matter expertise in the Medicaid, Medicare, Exchanges, and dual eligible solutions areas, including determining and recommending approaches for mitigating risk solution deployment and performance evaluation.

About You

The Senior Manager should have the following qualifications:

Education:

Bachelor’s required; MBA or relevant graduate degree highly preferred.

Experience:

Minimum of 5 years’ experience working with health care plans, providers, and/or Accountable Care Organizations operating in Medicare and/or Medicaid required; with management consulting experience preferred. Prior experience with project management and leading cross-functional complex time sensitive projects required.Strong organizational, analytical, financial, communication and presentation skills required.Proficiency in strategic thinking, problem solving and advanced excel skills required.Demonstrated working knowledge of ACO and other Medicare and Medicaid programs and the broader health care eco-system.Demonstrated working knowledge of clinic and home-based care models as implemented in Medicare and Medicaid.Excellent verbal, written communication, and presentation skills; ability to clearly articulate and present concepts and models in an accessible manner to CINQCARE’s team, investors, partners, and other stakeholders.Proficiency in all Microsoft Office applications.

The working environment and physical requirements of the job include:

In-office work is performed indoors in a traditional office setting with conditioned air, artificial light, and an open workspace.

In this position you will need an ability to communicate with customers, vendors, management, and other co-workers in person and over devices, sometimes with people who are agitated. Regular use of the telephone and e-mail for communication is essential. Sitting for extended periods is common. Must be able to receive ordinary information and to prepare or inspect documents. Lifting of up to 30 lbs. occasionally may be required. Good manual dexterity for the use of common office equipment such as computer terminals, calculator, copiers, and FAX machines. Good reasoning ability is important. Able to understand and utilize management reports, memos, and other documents to conduct business.
