Yes County New York Street Address 515 Broadway City Albany, NY State NY Zip Code 12207 Duties Description Primary PurposeThe Senior Grant Administrator manages grant programs administered by DASNY in accordance with the appropriate governing laws, policies and procedures. In addition, the Senior Grant Administrator oversees the day to day operations of the Grants Administration Unit and assists with planning, directing, and coordinating the activities of the unit. The Senior Grant Administrator undertakes assignments that require program expertise, independent judgment with complex program matters, and significant collaboration. Essential FunctionsOversee the day to day operations of the Grants Administration Unit teams, including direct supervision of other employees in the unit; distribution of work load responsibilities among team members; responding to questions; and resolving grant-related issues or bringing them to the attention of the Assistant Director, Grants Administration and/or Counsel’s Office, as appropriate.Supervise interaction with prospective or current grant recipients, DASNY’s legislative clients, and other outside entities as directed regarding the grant award and disbursement process.Perform substantive review of grants to determine compliance with statutory parameters and other relevant laws.Review grant documentation for eligibility and completeness within established program parameters and consult with the Assistant Director, Grants Administration or Counsel's Office as necessary.Within established program parameters, determine whether applications must be forwarded to Counsel's Office for further review.Supervise the Grants Administration staff to ensure the timely and efficient processing of the drafting of correspondence, including requests for approval, and the research and drafting of responses to routine and other correspondence.Oversee financial analysis and review of grant project budgets performed by Grant Administrators.Conduct final desk audits of grant files processed by the Grant Program Assistant and reviewed by the Grant Administrator, verify internal DASNY reviews are finalized and all documentation has been submitted.Draft and review grant agreements, within established program parameters, to help ensure that they are in proper legal form and have all necessary approvals and supporting documents.Assist the Assistant Director, Grants Administration and Counsel’s Office, in developing the parameters, processes, and procedures for new programs to be administered by DASNY, including attending meetings and drafting documents as needed.Assist the Assistant Director, Grants Administration and Counsel’s Office in the development, documentation and implementation of policies and procedures relating to Grant Administration, and recommend changes to existing processes and procedures necessary to properly implement the various grant programs administered by DASNY.Assist the Assistant Director, Grants Administration and Counsel’s Office to assess, develop and implement internal controls for Grant Administration, and assist with the review and testing of such controls.Confer with Assistant Director, Grants Administration and Counsel's Office, as appropriate, to assure proper completion of requirements and/or completion of documentation; identify and describe potential problems or delays encountered, propose solutions, and relay any relevant information to Assistant Director, Grants Administration and Counsel's Office, as appropriate.Monitor the status of the grant programs with respect to volume of applications and available funding and bring any concerns to the attention of the Assistant Director, Grants Administration and Counsel’s Office, as appropriate and, as directed, the Senate, Assembly, and/or Division of the Budget.Monitor grants on a routine basis, including the creation and maintenance of records, databases, spreadsheets and other internal/external reports and consult with users and clients to determine reporting needs.In coordination with the Assistant Director, Grants Administration and Counsel’s Office, prepare documentation and/or responses to press inquiries, FOIL requests and/or policy matters relating to the administration of grant programs.Gather data, perform research and report findings to the Assistant Director, Grants Administration and Counsel's Office as needed.Perform complex financial analysis, review and assess project funding needs for the various grant programs and, as directed provide the information to Assistant Director, Grants Administration, Counsel’s Office, the Office of Public Finance, NYS Division of the Budget, DASNY’s clients and other divisions of DASNY, as appropriate.Coordinate with, and provide documentation to, the NYS Division of the Budget, the NYS Office of the State Comptroller and other divisions of DASNY in order to voucher funds for the various grant programs.Consult with users and clients to determine reporting needs and develop, generate, and maintain standard and ad hoc reports summarizing grant status, including disbursements and other data regarding grants administered by DASNY.Develop grant program information for inclusion in DASNY’s Annual Report, DASNY's external internet site and the internal intranet site.Ensure the confidentiality of information gathered during the review and processing of grant applications.Ensure systems integration by overseeing the importing and exporting of data among various systems/applications related to the Grant Programs.Act as a liaison with Information Services regarding grant database functionality security, as well as policies and procedures.Analyze systems and applications to determine their potential use and work with Information Services to modify to meet the needs of end users.Develop systems applications and procedures to improve workflow.Research reporting software alternatives for the grant database and make recommendations accordingly.Other Duties and ResponsibilitiesTrain and evaluate employees.Verify that staff understand and comply with all relevant Federal, New York State, and DASNY statutes, regulations, policies and procedures.Develop, document and implement procedures.Provide grant program information support to other staff and units as needed.Oversee file maintenance for the grant programs.Undertake special assignments as directed.Must maintain regular attendance in accordance with DASNY attendance and leave policies.Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).SupervisionSupervision of employees is required. Physical/Mental/Visual DemandsOccasional travel may be required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Overtime or extended work hours may be required.Work EnvironmentStandard office environment, including the use of one or more of the following: PC, telephone, fax machine, printer, copier, electronic stapler/hole punch/date stamp, shredder. Minimum Qualifications Minimum QualificationsBachelor’s degree and five years relevant experience, including two years of supervisory experience or the successful completion of a designated supervisor training during probationary period.
