Job Description:

MAJOR RESPONSIBILITIES

Successful submission of high-quality proposals and concept notes.Organize drafting proposals and concept notes in line with donor calls, working with internal and external stakeholders, including designing the proposal development process.WVM is well positioned with partners (INGOs and NGOs) and donors have a favorable view of the ministry.Develop engagement and networking material including plan for stakeholders (NGOs and donors).Engage donors and NGOs to influence them and gain intelligence.Staff involved in grant management are better equipped to understand and respond to donor priorities and requirements.Provide ongoing support to Operations and Humanitarian Emergency Affairs (HEA) division staff on grant compliance, donor priorities and requirements.Approved Projects are successfully handed over to Operations.Plan grant project handover, post proposal development, including all key grant documents, communication, contract etc.Ministry has a robust grant acquisition/ funding pipelineRegularly assess the country funding landscape for solicited and unsolicited opportunities.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Essential

Demonstrable at least 3-5 years of experience in developing and designing successful proposals for institutional fundingDemonstrated understanding of development and relief programmingDemonstrated understanding of project logic development, including Theory of Change, and of budget developmentExperience in successfully managing communications and relationships with institutional and private donorsExperience in facilitating workshops and meetings with a range of stakeholders.

Desirable

Experience in forming, managing partnerships or consortiaManagement of complex government/institutionally funded programs/projectsPCM training or certificationUnderstanding of monitoring/evaluation frameworks

Essential

Bachelor’s degree in a relevant field (e.g. international or development studies; economics; social science disciplines; etc.)Master’s degree in a relevant field (e.g. international or development studies; economics; social science disciplines; etc.)Technical training in Project Logic, Proposal Pro etc.Excellent analytical skills and understanding of proposal design, including: narrative preparation, logical frameworks, indicators, budgeting, and donor requirements.
