The Position

Who We Are Government Programs (GP) 

With government entities being Genentech’s largest customer, the Government Programs (GP) team within Channel and Contract Management (CCM) handles the complexities of meeting government requirements to ensure compliance while enabling patient access through federal and state drug programs. These programs include Medicare, Medicaid, 340B, Veterans Affairs, and Department of Defense Federal Supply Schedule & TRICARE, among others.

GP team fulfills federal and state requirements by:

Maintaining accurate price reporting

Operationalizing end-to-end Medicaid rebates

Performing impact analysis of government regulations and internal strategies

Conducting fair market value assessments

Executing contracts

Partnering with Commercial and USMA Organizations, the GP team advances business objectives and ensures compliance excellence. This collaboration fosters a service-oriented culture that can adapt to evolving business needs.

The Opportunity
You are detail-oriented and an analytical thinker, you have intellectual curiosity and a penchant for identifying and solving problems. You have experience working with financial, pricing, and/or contracting systems. You also have experience analyzing, modeling, reviewing, and/or auditing complex transactions (e.g., Gross to Net Analysis). You have experience applying conceptual rules against detailed quantitative data sets in order to report results (examples: Financial Statement Preparation, Financial Analysis, Actuarial Sciences, Medical Claims,  Etc.). You have a desire to work in a fast-paced and evolving business environment and you have a deep interest in the evolving U.S. Healthcare system with a specific interest in the interactions between Government and Healthcare agents (Industry and Providers).

You are a relentless learner who is excited by the always-fresh nature of your work. You are someone who enjoys the sleuthing that’s required in order to interpret ever-changing rules, regulations, and guidelines. You enjoy the puzzle of applying rules, regulations, and guidelines consistently and accurately across a wide variety of situations and with a wide variety of customers. You love the moment when the numbers all come together in a financial model or a spreadsheet. You are a relentless learner who is excited by the always-fresh nature of your work. 

You may or may not be an expert specifically in government programs, but you care about the health equity that these programs enable. If you do have extensive experience in government programs,it is a plus. 

Job Description & Key Responsibilities

 

The Government Contracts and Strategy Manager oversees implementation and operationalization of agreements Genentech enters to provide medicines to healthcare providers and other customers. They support Government Programs (GP) by collaborating with key internal business partners to deliver deep insights and actionable strategic and tactical recommendations. This enables Genentech to rapidly and appropriately adapt to evolving U.S. government payer practices, policies, relevant legislation, regulations, trends and other dynamics, all in compliance with strict accuracy targets, laws, regulations and GP methodology as well as all applicable Genentech policies and guidelines. 

This role contributes to the overall business results and provides support to ensure patients have access to our medicines and therapies regardless of how the regulatory landscape changes. In the process of fulfilling this mission, This role may participate in and lead various cross-functional teams and projects, assess and recommend solutions and communicate to relevant stakeholders and management.

This role also contributes to broader Genentech through the coaching and leadership they provide to others. They take initiative to share their insights and expertly lead, manage and influence on the department’s most complex, innovative, and strategic implementations. They independently and reliably make strong decisions and resolve issues in ways that serve the long-term benefit of Genentech and customers alike.

In this role, you will review managed care strategy proposals to identify and resolve potential implications for Federal and/or  State government programs, including reimbursement rates, access, and GP operations such as government price calculations and Medicaid payments. You will develop and execute implementation strategies and plans by analyzing and synthesizing information on the evolving marketplace and internal strategic proposals. Collaboration across GP and internal stakeholders is essential to interpret changes in State laws and regulations, assess their effects on pricing, contracting strategies, government payer claims, rebates, and reporting requirements, ensuring strategic and operational readiness across GP, Government Affairs, and other Access and External Affairs teams. You will maintain State government program methodologies, transparency reporting, SOPs, and other relevant documentation to ensure they are current.

As a subject matter expert, you will lead and participate in cross-functional teams to work on identifying, educating, and communicating on changing trends and their implications for Genentech’s current and future business. This involves creating, implementing, and publishing scorecard reports, various analytics, compliance, and other ad-hoc reports. You may also participate in CCM level projects and contribute to the State and Medicaid processes to ensure a high level of confidence in internal controls and analytics.

Your role involves a continuous pursuit of improvements, embracing change, and sharing insights to accelerate excellence. You'll focus on high-impact tasks and adapt as needed, prioritizing the enterprise's overall objectives. You will also partner with Account Teams and other internal partners to review Federal or State customer contract requirements, ensuring alignment with Genentech’s contracting strategies and business objectives. Moreover, you'll contribute to various management activities across GP, including review and approval processes, development and delivery of training programs, being responsible for end-to-end State Price and Transparency Reporting activities for assigned states, and leadership in methodologies, systems, processes, data, and the development and implementation of other tools.

Required Qualifications

You have a Bachelor's Degree 

You have a minimum of 5 years’ work experience related analytic and/or strategy, government related projects 

Demonstrable knowledge of the current policies and guidelines that affect government programs, pricing and payment adjustments (e.g., Medicare, Medicaid, etc.) 

Strong knowledge or ability to learn systems and reporting mechanisms that support contract administration

Proven track record for consistently meeting or exceeding qualitative, as well as any relevant quantitative, targets and goals. 

Strong ability to organize and manipulate large volumes of data in various formats.

Attention to detail and high degree of accuracy in data processing and reviews.  

Business travel, by air or car, is required for regular internal and external business meetings

Preferred Qualifications

MBA or other related graduate-level degree 

You have 5 or more years’ experience in the pharmaceutical/biotechnology or related industry

This position requires a presence at our South San Francisco Campus

The expected salary range for this position based on the primary location of South San Francisco, California is $139,400/yr to $258,800/yr.  Actual pay will be determined based on experience, qualifications, geographic location, and other job-related factors permitted by law.  A discretionary annual bonus may be available based on individual and Company performance.  This position also qualifies for the benefits detailed at the link provided below.
