DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
We are seeking a skilled GIS Technician responsible for developing and maintaining GIS databases using the ArcGIS Software Suite and specialized tools. Key responsibilities include utilizing ArcGIS Portal and ArcGIS Online resources to support daily tasks, with the ability to access web content through ArcGIS Pro. The GIS Technician will work as part of a team in a Utility Network environment within ArcGIS Pro, following best practices in data engineering—including data creation, design, and maintenance. The role will contribute to establishing and maintaining data preparation standards and procedures, ensuring data accuracy and consistency to optimize productivity.
Key duties include actively contributing to team discussions, assisting with field verification or onsite data collection as needed, and collaborating with internal and external stakeholders to identify data needs, facilitate data sharing, and support data acquisition and integration efforts.
This role will contribute to delivering high-quality water and wastewater asset data to the Houston Public Works GIS system, the City, and the public. This position is eligible for a hybrid work schedule. The job description is intended to outline key responsibilities but is not all-inclusive. Duties may change or evolve as necessary.
Responsibilities:
• Work through the production backlog to update GIS database. Provide additional quality and maintenance on data in a continuous manner to build quality into the data.
• Interprets and translates data and attributes from plan & profile engineering drawings, field verification documents, and other sources into water and wastewater utility network geodatabases.
• Performs quality control for GIS water and wastewater or other database maintenance tasks to ensure integrity of database changes. Provide feedback to peers regarding quality improvements and receive feedback on their own work.
• Researches and evaluates data sources using non-routine methods and documentation.
• Actively participate in team meetings, contributing ideas and engaging with work tasks.
• Assist with field verification or off-site data collection and validation as needed.
• Collaborate with internal and external stakeholders to identify data needs and facilitate data sharing and acquisition.
WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces.
This is a Department of Houston Public Works Management position at the Tier III Level.
MINIMUM REQUIREMENTS
MINIMUM EDUCATIONAL REQUIREMENTS
Requires an Associates' degree in Geographic Information Science, Geography, Computer Science, Management of Information Science or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Two (2) years of experience equivalent to or as a GIS Technician are required.
Experience equivalent to or as a GIS Technician may be substituted for the degree requirement on a year-for-years basis.
A Bachelor's degree in Geographic Information Science, Planning, Geography or a field directly related to work being performed may substitute for the education and experience requirements.

PREFERENCES
Preference will be given to applicants who have utility distribution and Utility Model GIS Mapping experience.
