ICF is seeking a detail-oriented, self-motivated candidate to help federal government clients implement and evolve their energy efficiency, decarbonization, and sustainability programs.  This position will be based in our Reston, VA headquarters, another U.S-based ICF office, or fully remote.  Successful candidates will support the implementation of a high-profile, national technical assistance delivery program aimed at driving investments in energy efficiency, renewable energy, and energy system modernization at the state, local, Tribal, community, and institutional levels. They will be part of the leadership team aimed and responding to technical assistance requests, reviewing and maintaining overall project scope, coordinating staffing needs across ICF and a large sub-contractor network, coordinating with subject matter experts, and working with teams of technical assistance providers around the country. They will collaborate with the rest of the leadership team and clients to develop national and regional strategies to continuously improve and evolve the delivery of quality technical assistance for the recipient organizations.

Responsibilities

Project Coordination and Management Support

Assist the Program Manager and Task Order Managers in planning, executing, and finalizing projects according to strict deadlines and within budget. This includes coordinating resources and efforts of team members and subcontractors. Assist with project management tasks including project deliverables, program staffing, and budget management. Coordinate across task orders at the contract-level on matters related to reporting, budget, QA/QC, and subcontractor network Coordinate with internal IT teams to ensure systems are operating as needed and are responsive to client and program needs. Coordinate recruitment, training, and continuous quality improvement activities.  Support the management and growth of the subcontractor network in partnership with Program Subcontract Manager and internal business functions In conjunction with the Program Manager, evaluate and ensure the efficient operation of the project, controlling operational expenses at a minimum level that is consistent with sound maintenance practices and contractual requirements. Provide recommendations for improvements to current internal business processes. This may include process changes and/or the development of automated tools to increase effectiveness and data accuracy. Prepare task plans, including workflows, detailed schedules, procedures, and any other tools necessary in the development and implementation of day-to-day project tasks. Provide administrative and technical direction and supervision to staff in completing work assignments. Support interview and onboarding of new program staff. 

Reporting and Documentation 

Prepare detailed project reports, presentations, and documentation for senior management and stakeholders. Ensure all project documentation is complete, accurate, and up-to-date.  Update information on the project management development, tools, regulations, and client requests. Support the development and delivery of program-level deliverables including periodic status reports and dashboards. Develop and implement a processes for tracking progress and provide regular briefings on program efforts. Ensure all compliance with internal and client policies, regulations, and standards.  

Stakeholder Engagement 

Coordinate with clients and other team members to develop local, regional, and national strategies to influence the market and increase participation in voluntary energy and decarbonization programs. Support TA recipient onboarding and ongoing support through TA project execution. Develop communication, outreach, and training resources, including newsletters, case studies, website content, webinars, and in-person events.Plan projects and special initiatives from start to finish, including identifying processes, deadlines, and milestones. Lead large group discussions with clients and stakeholders to address questions and reach problem resolution. 

Research  

Oversee or conduct research and analysis of energy efficiency, electrification, renewable energy, and decarbonization programs and policies.  Stay informed about industry best practices and emerging trends in climate and energy transition. Support development of solution descriptions and project best practices for wider consumption. 

Basic Qualifications

Bachelor’s degree in Bachelor’s degree in Environmental Science, Engineering, Project Management, or a related field. 8-12+ years' experience in policy research and program implementation support. 

Preferred Skills/Experience/Behaviors

Master’s degree in similar fieldsExperience working with public sector entities or in the energy efficiency/renewable energy fieldExperience with project management tasks and terms, including developing work breakdown structures, key performance indicators, and milestonesExperience writing reports, articles, case studies, or other communication materialsAbility to work independently with clientsFamiliarity with programs run out of DOE’s Office of State and Community Energy Programs, including but not limited to the Energy Efficiency and Conservation Block Grant program, Home Energy Rebates Program, or Building Codes supportKnowledge of ENERGY STAR, DOE Better Buildings/Better Plants, LEED, and/or other efficiency/sustainability tools and program platformsExperience working with Customer Relationship Management (CRM) software systemsFamiliarity with clean energy, energy efficiency, and sustainability programs, strategies and implementation.  Highly developed interpersonal skills to be able to engage at with all levels of internal staff, as well as outside clients and organizations.Proven ability to self-manage daily workloads and priorities while consistently driving towards the overall mission goals of the project. Excellent analytical, problem-solving, decision-making, and long- and short-term planning skillsAbility to work independently, demonstrate initiative, and contribute as a team playerFlexibility and a strong work ethic with sound business ethicsSolid personal computer skills (Microsoft applications), SharePoint, SalesForce (preferred)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$106,004.00 - $180,207.00
