Job Summary
Under general direction, is responsible for performing professional level work planning, coordinating, implementing, and overseeing implementation of the City's Economic Development Programs for local small, minority, and woman-owned businesses as a function of the Small Business Economic Development Advocacy (SBEDA) Program. Working conditions are primarily inside an office environment; however, attendance at small business-related community outreach events and meetings are required, which may occur after normal business hours or on the weekend. May exercise supervision over assigned staff.

Essential Job Functions
+ Coordinates and reviews City solicitations and numerous data indicators to identify scope of work opportunities for local, small, minority, and woman-owned businesses that will be included in City contracts as part of the Small Business Economic Development Advocacy (SBEDA) Program.
+ Drafts language for City solicitations and contracts that include applicable SBEDA Program requirements.
+ Performs contract compliance functions and data analysis regarding specific contract requirements a business must perform as part of the SBEDA Program.
+ Engages with internal and external clients to gather information for setting tools and resolve the contract compliance issues.
+ Serves as City liaison or coordinator to boards and committees.
+ Develops reports, as needed, for department leadership to present to City management, City Council, and external vendors/stakeholders.
+ Proactively evaluate and develop improvements in operations, procedures, policies, and methods related to the SBEDA Program.
+ Prepares and maintains performance and statistical reports.
+ Develops and conduct presentations and trainings regarding the City’s procurement process and SBEDA Program to City staff and external City vendors/stakeholder organizations.
+ Perform related duties and fulfill responsibilities as required.
Job Requirements
+ Bachelor's Degree from an accredited college or university.
+ Two (2) years of increasingly responsible experience in Administration, Procurement, Management, or a related field.
Preferred Qualifications
+ Two (2) years of experience in economic development or related activities.
+ Strong problem solving and critical thinking skills.
+ Strong written and verbal communication skills.
+ Strong analytical and data analysis skills.
+ Experience with Microsoft Excel, PowerPoint and Word.

+ Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
+ Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
Knowledge, Skills, and Abilities
+ Knowledge of Federal government contract process to include Federal packaging requirements, engineering drawing requirements, quality assurance, and market analysis.
+ Knowledge of principles and practices of budget development and administration.
+ Knowledge of principles and practices of accounting, finance, and economics.
+ Knowledge of principles of marketing research and media relations.
+ Knowledge of bond laws and regulations.
+ Knowledge of Federal regulations related to loan and bond programs.
+ Skill in utilizing a personal computer and associated software programs.
+ Ability to operate a computer keyboard and other basic office equipment.
+ Ability to interpret and apply applicable City policies, procedures, rules and regulations, and program measures.
+ Ability to communicate clearly and effectively.
+ Ability to establish and maintain effective working relationships with co-workers, supervisors, external agencies, and the general public.
+ Ability to evaluate and develop improvements in operations, procedures, policies, and methods.
+ Ability to make presentations before public and private agencies, and other organizations.
+ Ability to assist in preparing in-depth comprehensive reports to Federal agencies.
+ Ability to prepare proposals for corporate funding and grant applications.
