S ummary
The Senior Director Safety (OHS) provides strategic leadership and guidance to ensure compliance with Occupational Health and Safety (OHS) standards, including ISO 45001:2018 and best practices. Reporting to the Assistant Vice President of Safety (OHS), this role is responsible for supporting the planning, development, organization, and administration of C&D’s OHS procedures, protocols, and training programs. This position requires a dynamic leader with a strong commitment to workplace safety, exceptional communication skills, and the ability to navigate high-pressure situations effectively.
The Senior Director Safety (OHS) will conduct field inspections, assess compliance with health and safety programs, and proactively identify and mitigate risks to maintain a safe working environment. Additionally, the role involves developing and executing comprehensive safety programs, including ensuring alignment with ISO 45001:2018 standards and creating and delivering occupational safety training to ensure employees are well-informed and compliant with all regulatory requirements.
The ideal candidate will demonstrate acute attention to detail, a proactive approach to OHS management, and the capability to provide coaching and mentorship to foster a strong safety culture within the organization. Furthermore, the Senior Director of Safety (OHS) will oversee the implementation and continuous improvement of OHS management systems in accordance with ISO 45001:2018 requirements, ensuring the organization maintains compliance with international best practices for workplace safety. Shifts may require coverage on evenings or weekends.
Responsibilities
Represent the Assistant Vice President Safety (OHS) in conducting day-to-day operations as required.
Evaluate staff to ensure continuous implementation and enforcement of occupational health and safety controls, adherence to applicable rules, regulations, policies, and procedures, and alignment with ISO 45001:2018 standards.
Conduct Performance Management Program evaluations for assigned staff.
Perform Occupational Health and Safety (OHS) analyses, safety audits, and compliance reviews in collaboration with external partners.
Oversee and manage occupational safety standards and practices for assigned capital programs, including the identification, mitigation, and control of workplace hazards.
Develop and deliver occupational safety training programs, ensuring compliance with ISO 45001:2018 and industry best practices.
Manage technical and process-related training programs and tools to address ongoing education and workforce development needs.
Coordinate and oversee all phases of research and data analysis, including problem definition, planning, execution, interpretation, and reporting of findings to enhance safety initiatives.
Serve as a liaison with governmental agencies, including OSHA, PTSB, FTA, FRA, and EPA, managing on-site inspections, regulatory compliance efforts, and follow-up actions.
Conduct safety audits on capital and mandated programs to ensure internal and external regulatory compliance and assist in preparing for regulatory inspections.
Collaborate with Human Resources (HR) to assess PESH recordability of workplace injuries and workers' compensation cases.
Assist in the recommendation and implementation of engineering controls, personal protective equipment (PPE), and administrative controls to mitigate workplace hazards.
Lead and support safety-related initiatives and programs to foster a strong safety culture across the organization.
Prepare and present occupational health and safety performance reports, including monthly and quarterly assessments, highlighting project strengths, risk areas, and improvement recommendations for executive leadership.
Maintain relationships with regulatory agencies, external partners, and key stakeholders, ensuring transparency and compliance with evolving safety regulations.
Assist in providing internal and external stakeholders with occupational safety training programs, ensuring training materials are up-to-date, effective, and aligned with ISO 45001:2018 requirements.
Support and oversee high-risk operations, ensuring risk mitigation strategies are implemented effectively.
Collaborate on executive project management strategies to integrate safety initiatives into capital programs.
Conduct periodic inspections and audits of construction sites, identifying unsafe conditions, hazards, and areas for corrective action.
Track and analyze hazard mitigation efforts to evaluate the effectiveness of implemented safety measures.
Actively participate in Joint Health and Safety Committee meetings to support continuous safety improvements and workforce engagement.
Stay informed on emerging legislation, industry standards, and regulatory changes, ensuring compliance with OSHA, PESH, ANSI, and other relevant safety guidelines.
Perform other related duties as assigned to support the continuity and effectiveness of the safety oversight department.
Education and Experience
Bachelor’s degree in engineering, Architecture, Construction, Safety Management, Construction Safety, OHS, occupational health sciences, occupational and environmental health, safety sciences, or related science.
Master’s degree preferred.
Must have a minimum of ten (10) years of experience in a position that is progressively responsible for OHS, project management, or public administration, or experience in a large corporate or government organization with responsibility for producing actionable policies and plans.
Must have a minimum of five (5) years in a management or supervisory role and/or safety manager role in a large, multi-faceted organization.
Must have knowledge and practical experience with OSHA, EPA, PESH, and other federal, state, and Local regulations for asbestos, lead, noise, airborne hazards, etc.
Must have experience managing multiple competing priorities and deadlines.

Training and development expertise, with experience in designing, implementing, and delivering occupational safety training programs aligned with ISO 45001:2018 standards.
Ability to manage multiple priorities, effectively balancing competing deadlines and operational demands.
Sound judgment and professionalism, exercising tact, discretion, and situational awareness in high-pressure and regulatory environments.
Strong comprehension skills, with the ability to interpret and apply written and verbal directives, policies, and safety regulations.
Extensive knowledge of Occupational Health and Safety (OHS) programs, including compliance with OSHA, PESH, ANSI, and ISO 45001:2018 best practices.
Proficiency in technology and administrative tasks, including Microsoft Office Suite (Excel, PowerPoint, Teams, Word), PeopleSoft, Everbridge, and other safety management software.
Strong analytical and organizational skills, with the ability to assess risks, develop mitigation strategies, and track program effectiveness.
Valid driver’s license required, with the ability to travel as needed for field inspections, audits, and regulatory engagements.
Ability to conduct field observations/audits, including coaching and correcting.
Preferred
OSHA 30-hour card in the Construction Industry
Proficient computer skills (i.e., Windows environment, Microsoft Office, PeopleSoft, Oracle, etc.) and strong business administrative
First Aid/CPR Certified within one (1) year of hire date.
Knowledge of applicable OSHA, EPA, and other federal, state, and local regulations for asbestos, lead, noise, airborne hazards, etc.
Industry-recognized certification in OHS (e.g., CIH, IHT) and/or indoor environmental or air quality consulting (e.g., CIEC, CIAQP)
Driver’s License (preferred but mandatory for some BU).
Asbestos and Lead Certifications
Background in Engineering/Architecture/Construction/Safety Engineering/Safety Management or Construction Safety.
Transportation Experience
Hazardous Waste Operations and Emergency Response Standard (HAZWOPER)
Experience performing health and safety oversight.
Experience in construction management
Knowledge of NY State Construction Codes and/or construction safety practices
