Senior Director of the Certified Community Behavioral Health Clinic (CCBHC) is responsible for providing administrative and clinical leadership to Outreach’s CCBHC. The Senior Director is responsible for the overall daily operations of the outpatient program. As a key member of Outreach’s leadership team, the Senior Director works diligently with a dynamic interdisciplinary team to ensure program outcomes are met and service delivery systems encompass the vision, mission and values of the Company to ensure clients have access to quality care. Oversees the administration, site management, and clinical aspects of the program and ensures appropriate services are administered effectively to ensures treatment complies with with all OASAS 822, OMH, SAMHSA, Medicaid and State/County regulations and guidance for outpatient substance use disorder treatment.
Job Scope
Leadership and Program Management:
+ Acts as the primary communication channel between the VP in the day to day operation, addressing issues before they require VP involvement
+ Responsible for ensuring services are integrated: Primary Care, SUD and Mental Health
+ Oversee program staff, components, and workflows of the CCBHC
+ Provide clinical oversight & direction among members of a multi-disciplinary team comprised of degreed & non-degreed staff in order to ensure optional efficiency
+ Provide subject matter expertise, supervision, direction & training to CCBHC to ensure highest quality service delivery
+ Review client demographics & outcome measures to determine program impact & track relevant data points
+ Continuously analyze & modify workflows as needed
+ Work with individuals and organizations to enhance relationships and integrated service delivery
+ Models strong leadership through internal communication working with their peers by sharing information and resources as well as working together to effectively problem solve.
+ Oversees program scope of service, design, scheduling, and ongoing program development.
+ Monitors the quality/effectiveness of the intake flow (from inquiries to assessments to treatment admission); influences marketing decisions (internal and external)
+ Responsible for physical plant oversight and management of Company resources
+ Measures and tracks accountability and pulse of the program; also monitors the productivity of the track/program at the counselor level.
+ Ensures ongoing and accurate input of electronic data.
+ Monitors and ensures client satisfaction.
+ Monitors quality of care through reviews of service delivery and treatment outcomes
+ Oversight of service delivery and outcomes
+ Represents the Company on a county and regional basis through participation in coalitions, and attendance at designated committees.
+ Monitors program census, daily attendance, and units of service targets
+ Monitors and oversees quality assurance and compliance with OASAS, OMH, SAMHSA, OMIG, and Company requirements.
+ Monitors and oversee scheduling of program meetings specific to QI, UR, Case Conference, Internal Audit, Etc.
+ Ensures accountability for ongoing monthly reporting.
+ Participates in leadership meetings, QA/QI committees/ audits to ensure effective problem solving.
+ Interfaces with other areas of the Agency including…HR, Billing, Facilities Management and IT.
+ Provides effective and efficient scheduling of staff to meet the needs and individual goals of staff.
+ Promotes staff professional development, knowledge, skills and attitudes that contribute to positive client outcomes.
+ Oversees and/or provides ongoing supervision consistent with the Company’s supervision policy.
+ Guides and develops the clinical team’s ability to engage clients in the treatment and recovery process performance evaluation and professional development.
+ Supports a positive work atmosphere by behaving and communicating in a manner that allows the employee to get along with clients, students, coworkers and supervisors.
+ Effectively manages personnel by interviewing, hiring, evaluating, supervising, and helping to develop the most qualified individuals to work as direct service professionals.
+ Ensures timecards, payroll and personnel procedures are followed.
+ Assists the VP Outpatient services in strategically looking at Outreach’s program offerings, ensuring QA/QI and conceptualizing new programs/services.
+ Operationalizes initiatives resulting from the strategic process, regulatory mandates and QA/QI activities.
+ Participates with VP Outpatient Services in outside initiatives including: committees, community activities that beneficially impact on Outreach’s continued growth as well as the industry in general.
+ Works with VP Outpatient Services in establishing an external network to keep current on market trends, program innovations and regulatory changes.
+ Other tasks assigned as needed by the supervisor.

Qualifications
+ Advanced degree preferred; LCSW, LMHC, LMFT or higher preferred.
+ 5-7 years of strong program management
+ Clinical supervisory experience in an OASAS facility
+ Clinical experience in an OMH facility
+ Experiencing working in an integrated care setting: Primary Care, Mental Health and Substance Use Disorder
+ Commitment to quality programs and outcome driven program evaluation.
+ Excellence in organizational management with the ability to coach staff, manage, and develop high-performance teams, set and achieve program objectives, and manage a budget.
+ Strong networking and public relations skill with the ability to engage a wide range of stakeholders, populations, and cultures.
+ Action-oriented, entrepreneurial, adaptable, and innovative approach to program planning
+ Ability to work effectively in collaboration with diverse groups of people.
+ Excellent verbal & written communication skills, including ability to effectively communicate with internal and external customers
+ Must be able to work under pressure & meet deadlines, while maintaining a positive attitude & providing exemplary customer service
+ Ability to work independently & to carry out assignments to completion within parameters of instructions given, prescribed routines, & standard accepted practices

Work Environment:
This job operates in a professional office environment as well as outside in the field. This role routinely involves standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Must be able to travel among assigned sites and locations as needed.
