With the size of the upcoming CBTC program and other technology related systems—and with these systems spanning across DOS operating divisions — this position will take the lead in coordinating with MTA Construction & Development (C&D) and DOS operating divisions to plan for life-cycle maintenance of these systems. The position will also be responsible for coordinating and leading various system support initiatives aimed at keeping CBTC assets in a state of good repair and ensuring that all initiatives and associated impacts are appropriately communicated with all stakeholders.
The selected candidate will:
+ Lead DOS operating divisions in collaborating with MTA C&D to ensure that short-and long-term maintenance support is included as part of the acquisition contracts and ensure that life- cycle costing is taken into consideration when selecting systems and suppliers. Coordinate with DOS operating divisions to ensure that appropriate maintenance deliverables and associated timing are in line with the divisions' maintenance plans and goals. Work with the operating divisions to assess the useful life of the systems and develop systems replacement strategies. Manage staff and provide briefings to senior management.
+ Act as the central point for coordinating with MTA C&D and DOS operating divisions on all matters relating to maintenance and ensure that CBTC contractual obligations and deliverables — with respect to manuals, training, and tools — are fulfilled in a timely manner that would allow DOS operating divisions to prepare for their maintenance responsibilities. Collaborate with the operating divisions and MTA C&D so that training and tools are delivered early in the process to allow DOS maintenance personnel to shadow the contractor's personnel before and during the warranty period to gain knowledge of (and familiarity with) the systems and be better prepared for their maintenance responsibilities.
+ Act as a systems Subject Matter Expert and lead DOS operating divisions in reviewing and assessing technical submittals for task orders for various systems enhancements and modifications. This position will review the changes with a whole system perspective, identify possible impacts to other areas and divisions, and coordinate with the impacted operating divisions as well as C&D.
+ Lead the DOS team in supporting Procurement with negotiations and award of task orders. Coordinate with DOS divisions C&D, and MTA IT for the planning, scheduling and implementation of systems enhancements required for service improvements or to maintain the systems in a state of good r epair.
+ Oversee interdepartmental activities necessary for execution of CBTC system changes and enhancements, including coordinating with MTA C&D and the system safety working groups. Identify appropriate funding and mechanisms for securing internal support and third-party independent safety assessors.
+ Coordinate with MTA C&D and DOS divisions to ensure that asset tracking requirements are established as of part of the acquisition contracts and that systems will be in place for DOS operating divisions to maintain accurate asset management and configuration management records .
