Occupational Summary
The Senior Coordinator, Quality and Project Commissioning is responsible for representing Facility Operations on a variety of building and utility construction and renovation projects as a member of the Office of Project Management (OPM) Capital Project Teams. The Coordinator will be involved in all phases of the project, including design, construction, commissioning, and project turnover to the Operations Teams. This involvement ensures that design and construction goals align with the following operations goals:
Deliver a fully functional, efficient, reliable, and maintainable building. Minimize life-cycle cost of facilities. Early identification of issues. Ensure construction projects are built to Duke’s specifications. Maintain high standards for contractor means and methods. Complete commissioning before move-in. The Capital Projects Coordinator will report to the Assistant Director for Facility Operations Building Systems, with dotted line accountability to the Project Teams.
Work Performed
Participate as a member of the design team after feasibility studies and project initiation activities are completed. Attend project scoping meetings with the Project Manager, Building Coordinator, and/or Facility Engineers to understand the scope of work, key customers, stakeholders' goals, project schedule, and potential impact on existing building systems and utility infrastructure. Review and provide written comments on design documents and project specifications. Review control sequence of operations for compliance with Facilities Management Department (FMD) Construction Standards. Ensure equipment accessibility for all maintenance and service activities, including access doors, electrical panels, disconnects, and components. Review exceptions to FMD Construction Standards identified by the project team and determine if they are justified or acceptable. Provide feedback on value-engineering options and escalate unresolved items to the Project Steering Team (PST). Discuss Quality Assurance/Quality Control (QA/QC) plans with the OPM Project Manager (PM) & Construction Manager (CM) to determine contractor qualifications, licenses, required certificates, and the installation testing plan. Offer timely recommendations on key areas impacting long-term building operations and maintenance. Review Commissioning Scope of Work and Testing Plan, including the Commissioning RFP and schedule of commissioning activities, and review the Commissioning issues log. Decide if the Capital Projects Coordinator or another FMD representative should participate or witness certain acceptance or commissioning tests. Assist the Project Manager in identifying FMD employees to review submittals, and review pertinent submittals and substitution requests. Review the integrated Project Construction Schedule, including milestone and detailed events. Set quality expectations by participating in coordination meetings, reviewing coordination drawings and BIM models (where used), and discussing installation methods. Coordinate Operations Team support for project construction activities, including shutdowns and service interruptions. Review the Site Logistics Plan to ensure access to existing facilities, utilities, and campus occupants. Conduct on-site construction progress reviews and conformance checks with approved construction documents, performing walk-throughs as needed and participating in monthly walk-throughs with the PM & CM. Review change orders for material, equipment, or design changes. Review electrical testing reports. Receive and review completed Asset spreadsheets provided by the Commissioning Agent for incorporation into Infor EAM (Enterprise Asset Management) Work Order Management System. Review Project Turnover documents and plans. Provide backup for other Capital Project Coordinators to ensure coverage and further develop operational and facility knowledge. Performs other duties as required.
Minimum Qualifications
Education
A.S. Degree in engineering technology, architectural technology, building maintenance, construction, or other related field.
Experience
Minimum of seven (7) or more years of experience in commercial, industrial, or institutional facilities design, construction, or maintenance. Or an equivalent combination of relevant education and/or experience.
