Position Summary

Sikich has a need for a Senior Contracts Manager with 10 or more years of relevant proposal development experience, and multi-award government contracting vehicle, contract, and subcontract management experience for federal contractors in professional services. We are looking for a highly motivated and detail-oriented professional to join our government administration team.

 

What will you do in this role?

The Senior Contracts Manager has primary responsibility for the Contracts and Compliance Department’s complex daily tasking related to their areas of responsibility and reports directly to the Chief Compliance Officer (CCO). They will also periodically backfill other positions within the department as needed.Manage GSA schedule, OASIS+ and other IDIQ, GWAC and MAC compliance, maintenance, updates, and reviews.Oversee the data collection, analysis, and submission of registration and report data in SAM, eSRS, FSRS, FAS SRP, GSA Advantage, CPARS, PIEE and other systems as required. This includes managing the transition of existing reports and data to new or upgraded platforms in accordance with government requirements. Support business development, proposal, and contract award and maintenance activities to gain access to and manage new governmentwide contracting vehicles. This includes ensuring compliant contract and proposal documentation, preparation of internal and external reports, RFQ/RFP/RFI and federal regulation analyses to proactively address related implications in pre-award stage design, budgeting and resources, and collaboration with internal and external team members.Monitor and maintain state level CPA firm licensure and business registrations, including analysis of new opportunities and whether they trigger any licensing needs.Support organizational conflict of interest monitoring and related disclosures.Serve as a subject matter expert on applicable rules and regulations as they pertain to federal compliance.Support the CCO with M&A due diligence, novation and post M&A integration as needed.Manage, develop and implement policies and procedures using substantive knowledge of contracting and compliance principles, laws, statutes, Executive Orders, regulations and procedures.Maintain current knowledge and monitor appropriate resources for revised and new contracting and compliance principles, laws, statutes, Executive Orders, regulations, and procedures. Distill regulatory knowledge into useable information and provide recommended guidance to the Principals, CCO, legal counsel, and other business operations departments.Interfaces with Principals, CCO, legal counsel, other business operations departments and federal, state, and local agencies, as needed to address regulatory or compliance issues, concerns or questions.Create and deliver contractual compliance training for all employees on an annual basis and as needed basis, such as in response to a compliance issue or based on Department of Defense (DoD) requirements.Other related duties assigned as needed.

 

 

What do you need to succeed in this role?

Bachelor’s degree in business, law, or equivalent. Advanced degree and NCMA CPCM or equivalent certification are a plus.10+ years of proposal experience, and multi-award vehicle, contract, and subcontract management experience for federal contractors in the professional services industry.4+ years of substantive experience bidding and performing compliance and maintenance for complex government contract vehicles, including but not limited to GSA Schedules, OASIS/OASIS+ and similar IDIQs, GWACs, MACs for professional services contractors.2+ years of experience with regulatory research.Substantive experience identifying, managing, and mitigating potential conflicts of interest.Functional experience gathering, analyzing, submitting and managing federal registration and report data in SAM, eSRS, FSRS, FAS SRP, GSA Advantage, CPARS, PIEE and other systems. Similar state and local experience are a plus.Extensive knowledge of federal government procurements and contracts under the FAR/DFARS/GSAM and experience working Fixed Price, T&M, and GSA Schedule contracts are a must. Working knowledge of cost reimbursable, award/incentive fee type contracts and some experience with state and local contracting preferred.M&A due diligence, novation and post M&A integration experience a plus.Experience in public accounting, CPA licensure, and state level business registration requirements preferred.  Policy and process creation experience within a federal contracts department.Must be able to obtain and maintain a U.S. security clearance.The individual must be organized, capable of multi-tasking, self-motivated, and flexible in a deadline driven, dynamic environment with proven leadership skills, excellent interpersonal skills, and the ability to mentor, manage, and train staff as applicable.The individual must possess excellent project management, mathematical, analytical, strategic, negotiation, and reasoning skills.Ability to seek out and develop new projects and support services within the firm, as well as the ability to independently problem-solve and develop multiple solutions.Must be detail-oriented and have excellent verbal and written communication skills.Requires strong written and verbal communications skills and the ability to operate independently and communicate effectively, both internally with technical staff, peers, and all levels of management, as well as externally with customers as needed.Proficient in Microsoft 365, specifically Word, Excel, SharePoint and PowerPoint.Experience in Salesforce preferred.
