Senior Associate Dean / Chief Finance & Operations Officer - School of Medicine

Description: Job Summary:
Reporting to the Dean and CEO of the Kaiser Permanente Bernard J. Tyson School of Medicine (KPSOM), the Senior Associate Dean/Chief Finance & Operations Officer (SAD/CFOO) serves as an integral member of the senior leadership team and has significant independent responsibility for planning and managing services associated with the ongoing and evolving operations of the school, including continued financial management and sustainability of the school. The Sr. Associate Dean/CFOO leads and oversees the activities of its administrative offices and financial operations, including but not limited to Finance, Procurement & Supply Chain, Information Technology, Facilities, Security, Environmental Health and Risk Management. The SAD/CFOO facilitates key administrative linkages among the various partners and interested parties such as the Southern California Permanente Medical Group and Kaiser Foundation Hospitals and Health Plan, students, staff, and faculty. The SAD/CFOO collaborates with the Dean and other key internal and external leaders, including the KPSOM Board of Directors, and committees in decision-making and management related to the finance and operational functions. The SAD/CFOO will ensure that KPSOM operations are consistent with the strategic plan and synchronized with the vision and mission of the schools.Essential Responsibilities:
Provide strategic leadership and management of the schools fiscal policies, systems, and practices including oversight of the annual budget, financial reporting, audit, risk management, and the development of a sustainable, multi-year financial model capable of ensuring the fiscal stability of the institution.Supervise and oversee administrative and operational functions and staff, including but not limited to finance, information technology, facilities, security, procurement and supply chain, etc.Responsible for ensuring a comprehensive budget planning and preparation process, including request, communications, presentations to the Board and representing the school to external partners.Identify opportunities for performance improvement in all operational areas, implementing cost-effective solutions for efficient operations across the school. Develop and direct all capital components for KPSOM.Direct administrative, financial, budgetary, and statistical data collection and reporting for the school.Provide informed and creative leadership for the development of funding, compensation, and resource allocation strategies.Serve as senior advisor to the Dean on all fiscal and administrative matters, as well as mission and program development, providing interpretation of policies, procedures and regulations.Partners with other key departments ensuring efficient operations and strategic alignment with organizational operation goals.Develop and recommend tuition rates and related processes and systems in collaboration with the Dean and other partners.Participate in the recruitment of key KPSOM leadership positions and participate in resource negotiations.Assist in developing responses and assuring compliance with external and internal audits, and monitoring of expenditures in accordance with State fiscal rules and regional and national accreditation standards.Establish financial and operation policies and structures for the school, including oversight of the schools business contracts and agreements with internal and external organizations.Build credible and trusting relationships with all internal and external entities, parties, and constituents.Serve on relevant KPSOM committees.Other duties as required Basic Qualifications:
Experience
Minimum ten (10) years of experience in fiscal management and executive operational management experience in a non-profit or higher education environment.
Minimum eight (8) years of management or leadership experience.
Education
MBA, MPA, MPP, or other relevant degree.
License, Certification, Registration

Additional Requirements:
CPA is preferable.
Experience in medical or higher education, healthcare management, quality improvement, or executive consulting, preferred.
Strong partner relationship management skills preferred.
Ability to manage complex, multi-dimensional, multi-entity endeavors related to health education.
Experience in organizing and directing multiple teams and departments.
Strong business acumen and critical thinking.
Knowledgeable of applicable federal and state laws and regulations related to finance industry.
Excellent skills in complex analytic problem solving, strategic planning, program development, project management, change management and group process.
Proficient in computer and financial software applications, including Microsoft Office suites and financial accounting tools and systems.
Strong leadership skills with the ability to manage large teams and coordinate multi-functional efforts.
Ability to influence through clear presentation and communication of complex information.
Strong performance orientation and operational and strategic focus and execution.
Maintain strict confidentiality of sensitive information and data.
