Security Driver Training Instructor IV

Overview:

The Security Driver Training Instructor will serve as an instructor and course manager for security driver training courses with responsibility for planning, organizing, and presenting and/or managing the presentation of one or more of these courses and for evaluating training effectiveness to ensure that objectives are met. The incumbent also serves as a Foreign Affairs Security Training Center (FASTC) subject matter expert on security/counterterrorist driving, vehicle dynamics, motorcade operations, off road driving and other related areas.

Primary Responsibilities: Oversees training events and works independently with minimal direction to plan, organize, and instruct driver training courses Ensures instructors have reviewed and understand established training objectives, lesson plans, training materials, and instructional methods prior to the beginning of assigned courses Monitors and reviews the work of driver training instructors Oversees and reviews the analysis of trainee evaluations, feedback from instructors, and personal observations Evaluates the impact of planned or projected changes in Diplomatic Security (DS) security programs and associated training requirements on the existing content, materials, and methods used for security driver training Plans and organizes participation in curriculum review conferences and serves as a subject matter expert in driver training Provides technical guidance to instructors in other security related subjects including terrorist operations, surveillance detection, attack recognition, and motorcade operations Oversees practical exercises when needed Oversees and serves as subject matter expert in the testing and evaluation of new training courses and instructional materials Researches and reviews current reports related to Diplomatic Security and introduces applicable information into driver training courses Resolves complex problems that occur in the preparation for and during training Complies with all Federal Law Enforcement Training and Accreditation (FLETA) accreditation standards Evaluates training effectiveness to ensure that training objectives have been met Identifies need for and drafts revisions to course content and materials or instructional methods as necessary to improve the driver training curriculum effectiveness and quality Ensure optimum efficiency in the use of assigned resources Recommends updates/revisions to courses or recommends the need for a complete curriculum review to the program manager Presents security awareness briefings to a wide range or audiences Establishes and maintains liaison with a broad array of law enforcement, security, military, government and civilian organizations interested in or affected by security/defensive driving Keeps abreast of current security techniques, methods, and procedures in the security/counterterrorist driving, vehicle dynamics, and motorcade operations areas through attendance at training sessions, seminars, and workshops Assists in scheduling and planning classes by developing and maintaining close contact with program coordinators as well as with other appropriate training entities Submits training records in a timely manner Assists with equipment inventory and maintenance for assigned training programs Exercises independent judgment and initiative on a daily basis and requires infrequent supervision; recommends improvements to the training curriculum Supervisory Responsibilities: Provides technical guidance and direction to instructors in the planning, preparation, and conduct of training Articulates instructional tasks and provides guidance on how to perform them; assists with performance evaluations Education and/or Experience: High School diploma required; Associates degree preferred but demonstrated work experience of ten (10) years or more in this specific field will be considered Certification as a driving instructor from a law enforcement academy or driver training school/academy with ten (10) or more years of instructor experience (must have taught at least one (1) class per week during that time) Five (5) years of supervisory experience preferred Previous Law enforcement or military instructor experience required, experience with US Department of State, Diplomatic Security (DS) driver training programs strongly preferred Knowledge, Skills, and Abilities: Expert knowledge of security/antiterrorist driving and protective motorcade driving principles and concepts Expert knowledge of and experience in road racing techniques Expert knowledge of vehicle mechanics, engineering, and fabrication Expert knowledge of terrorist operations and surveillance detection Expert knowledge of current protective security methods to provide instruction that is consistent with currently accepted methods and practices Advanced knowledge of adult learning principles, course development, classroom and practical instructional presentation methods, and methods for evaluating training effectiveness Advanced knowledge of operations, logistics, administration, scheduling, budget, vehicles and manning requirements for driving training programs Familiarity with the functions, responsibilities, and duties of Foreign Service personnel and US Embassies abroad preferred Ability to oversee all aspects of motorcade, off road and unimproved road driving courses Ability to function as a lead instructor for DS driver training programs Ability to plan, organize and oversee a mobile training team operation/deployment Ability to provide training oversight and monitoring for Worldwide Protective Services (WPS) driver training venues Ability to perform oversight of the Armored Vehicle Driver Training (AVDT) course Ability to test and evaluate new training courses and instructional materials Ability to immediately analyze, predict, and preclude unsafe driving situations to ensure training exercises are conducted in a safe manner Ability to establish and maintain liaison with personnel at all levels in order to plan and coordinate assigned responsibilities Skill in oral and written communications to present training to a variety of audiences and to prepare and present briefings Must have excellent people and organizational skills Ability to work outdoors where conditions may be unpleasant or uncomfortable, irregular and unscheduled hours and with exposure to personal risks Must be able to lift equipment and different types of tires when required Must possess a valid U.S. driver’s license Security Clearance: Possess or be able to obtain/maintain a SECRET security clearance Must be a U.S. Citizen Must be able to maintain required Security Clearance/access approvals Physical Demands: Ability to complete work requiring regular and recurring physical exertion, including periods of standing, occasional heavy lifting, and irregular hours in both training and protective service operations, at times, during inclement weather Ability to work outdoors where conditions may be unpleasant or uncomfortable, irregular and unscheduled hours and with exposure to personal risk Ability to lift and carry heavy equipment and materials while demonstrating physically challenging practical exercises. Periodic local travel (Washington DC and surrounding areas) and occasional overseas travel may be required.
