HIO exists to manage and enhance computerized claims processing and information management systems in order to assure timely and accurate Medicaid and Child Health Plan Plus (CHP+) claims processing and payments in an environment of rapid policy change. It also exists to improve budget forecasting and monitoring capabilities and improve program management of Medicaid programs with an annual budget of over fourteen billion dollars. The Access Control & Enterprise Solutions Unit exists to provide information security support and access control for HCPF’s Medicaid Management Information Systems (MMIS). Unit staff audit MMIS end user access reports and create accounts for Department staff, third parties and vendors. Unit members provide customer support to staff and to external stakeholders accessing appropriate health care and program information from a variety of systems. The Access Control & Enterprise Solutions Unit works in coordination with the Office of Information Technology in Agency Relationship Management, OIT Service Delivery, Project Management, and contract management for licensing needs with vendors. This unit is responsible for the delivery of Microsoft 365, Training and SharePoint support. Description of Job WHAT YOU'LL BE DOING AS SECURITY ANALYST: + Performs and provides direction on system access control processes and auditing procedures to Department workforce, provider staff, and other personnel in accordance with federal, state and department regulations, policies and procedures. + Provides compliance advice with Federal and State policies for all mission-critical systems in the Department with specific assigned administration responsibilities including, but not limited to: Systematic Alien Verification for Entitlements (SAVE), Colorado InterChange (iC), Business Intelligence Data Management (BIDM), Pharmacy Benefits Management Systems (PBMS), PeakPro, Colorado Benefits Management System (CBMS), and the security administration of the Benefits Utilization System (BUS). + Provisions all Department workforce, contracted staff, and third parties for systems, ensuring security is properly set up, including, but not limited to CBMS, MMIS iC and CCM, PBMS, BIDM, PEAKPro, and SAVE Applications. + Analyzes various system requirements and develops necessary help desk processes to allow effective coordinated resolution methods + Coordinates, schedules, and initiates quarterly HCPF review of employee user access role status in the CBMS, MMIS iC and CCM, PBMS, BIDM, PEAKPro, SAVE and other applicable systems to ensure the “Least Minimum” access is granted. + Researches and resolves all system access issues and complaints and advises and guides on other possible resolutions. + Trains, guides and mentors Department staff and contractors (where applicable) on system access control policies and procedures + Provides customer service to internal and external customers in all forms of contact (e-mail, phone, fax), including coordination with other departments, divisions, and external agencies.
