Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SECRETARY (OA), Position Description Number PDT5100000 and is part of the WY Joint Forces Headquarters ARNG, Wyoming National Guard. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)". This is a Title 5 Excepted Service position. Military affiliation is not required. Responsibilities This position serves as a Secretary to the Command Administrative Officer, Wyoming Army National Guard. The incumbent works closely with the management staff performing office automation duties such as word processing in support of the administrative and clerical duties. The supervisor has overall management responsibility for the function and activities of the Wyoming Army National Guard. Duties include but are not limited to the following: · Maintains supervisor's calendar, coordinates meeting arrangements, and schedules meetings and/or conferences including those involving staff from outside the immediate office. · Independently makes extensive travel arrangements, such as scheduling transportation, making reservations, and preparing travel orders and vouchers based on general travel intentions, known preferences of the traveler, and in accordance with appropriate travel regulations. · Routinely composes non-technical correspondence, such as office procedures, requests for information concerning the organization's programs, letters of acknowledgment, commendation, or notification. · Reviews and processes incoming and outgoing correspondence, reports, and other materials submitted for the Commander's signature. · Schedules appointments and meetings without prior approval based on personal knowledge of the Commander's commitments, priorities, workload and current issues of importance and coordinates with the supervisor as necessary. There is a system of formal internal procedures and administrative controls, formal coordination among internal and external units, and formal reporting requirements which is sufficiently complex to require continuous attention on the part of the secretary. ** This is NOT an all-inclusive list of duties. ** Requirements Conditions of Employment EMPLOYMENT CONDITIONS: U.S. Citizenship Required. This position is subject to provisions of the DoD Priority Placement Program. Employees are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). PCS is not authorized in lieu of Incentives. CONDITIONS OF EMPLOYMENT & NOTES: 1. Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance (if needed). 2. A qualified typist is required. 40 words per minute typing speed. (Words per minute are based on a 5-minute sample with three or fewer errors.) 3. May occasionally be required to work other than normal duty hours/overtime. 4. Requires a physical presence in the work center and is not a permanent remote/telework position. Telework may be authorized on a case-by-case basis due to extenuating circumstances (e.g., weather related) but is not guaranteed. 5. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG." Para/Line #: 1210/120 Selecting Official: LTC Robert Lejeune AREAS OF CONSIDERATION: Referrals of qualified applicants will be issued as follows: Area 2: Permanent and indefinite WYNG Title 5 and T32 DST employees with the Wyoming Air/Army National Guard. Area 3: Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: Currently serving and former Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the National Guard, Reserves and Active-Duty components, to include Military Spouse Preference candidates. This provision is intended to boost the candidate pool to reach more qualified candidates and places these personnel on par with currently serving civilian personnel. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. * Area 7: U.S. Citizens Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position. In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. MINIMUM QUALIFICATION REQUIREMENTS: Must possess experience, education, or training performing any combination of the following tasks: typing (letters, forms); general clerical (answering the telephone, receiving visitors, composing correspondence, filing, reviewing outgoing correspondence for grammar, format, etc.) stenographic (taking and transcribing shorthand). Experience using computer and automation systems. SPECIALIZED EXPERIENCE REQUIREMENTS: Must possess experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience would typically include, but are not limited to: prepare and review a wide variety of executive correspondence, reports, and other documents; proofread/edit correspondence and documents for correct grammar, spelling, punctuation, and format; establish and monitor suspense dates; receive telephone calls, greet visitors, and ascertain the nature of calls; monitor visitors to the organization; maintain calendars for superiors and office staff; perform other clerical and administrative work in support of office; use varied and advanced functions of word processing software and other various computer software as needed to successfully perform required duties. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-6). Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. TIME-IN-GRADE: Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. If you are a current GS employee applying for a higher grade than the grade you currently hold provide an SF-50 showing the next lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the next lower grade was held for at least one year (e.g., General Adjustment SF-50 from this year). In many cases, we may need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion. Skilled as a fully qualified typist. Knowledge of the nature and capability of word processing software procedures and function keys to perform a substantial range of functions, such as generating tables of contents, importing graphs or databases, creating glossaries, aligning multiple columns, automatically printing document identification or other notations at the top or bottom of each page, and creating form letters and automatically merging these with mailing lists. Knowledge of correct grammar, spelling, punctuation, capitalization, and format to prepare and edit written correspondence and reports. Knowledge of the substantive programs of the organization as they relate to administrative and clerical support functions. DRIVER'S LICENSE: Must possess a valid state driver's license.
