Job Description:

Ensure that all the distribution (cash, food and NFIs) documents are correctly filed, available and ready for any audit; frequent field visit to assist in documentation and accountability.Maintain invoices tracking sheet and update & share with the management on timely basis; Review invoices and other Cooperating Partner reportsSubmit invoices timely to WFP and update the Invoice Tracking Table and share with Management.Work with Grant Accountant and Procurement Coordinator to get all supplier Invoices for CBT Invoicing to WFP.Attend all Invoicing meetings with WFP and WVI and update the status of Invoices submission and payments.Maintain a comprehensive commodity tracking systems as to ensure that all commodities are properly distributed and accounted for to WV Partnership and major donor standards.Ensure that all commodity losses and claims procedures are in compliance with the World Vision Partnership and donor requirements.Ensure that the required periodic reports are generated from the CTS database and submitted to the relevant consumers and uploaded to the DGDB on a timely basis.Maintain inventory control on a monthly basis and ensure that the commodity book balances match with the actual stocks.Prepare new required formats and approved from DMT and share with the team for project record keeping.Assist consolidation of monthly commodity reports from the field into the Commodity Tracking System database in order to produce major reports (CSS, CSR, RSR, and LSR) to donors and other stakeholders.Ensure timely submission of the replication and backups which include field reports, warehouse reports etc by 5th of every month for timely consolidation at the NO.Maintain a neat, organized and chronological filing system, ensuring that hard copies of the recommended reports are available and easy to access at any required time according to the country data retention policy.Support as required on the preparation and sharing of regular reports as needed or required by the internal and external stakeholders: weekly Situational Report, Monthly reporting, Monitoring Data Reports, Cluster minutes/reports, etc in coordination with communications.Maintain response information management systems to meet response needs and develop and support systems to manage requests for information in a structures and efficient way.Support on the development and maintenance of protocols for internal information sharing with relevant functions and with external stakeholders.Ensure accurate and timely monthly, quarterly and yearly close out procedures and revision controls in place for the reports.Compile and analyze relevant information to inform response design, Programme management, operational improvement and opportunity for learning and to support evidence-based decision making.Show flexibility in responding to the data and reporting needs of the organization and other stakeholders for more efficiency in data collection and reporting.Deal with beneficiary’s information in strict confidentialityAnalyze and report regularly to the relevant stakeholders on the progress and quality of the data as well as contribute in identifying operational gaps.Support the project to effectively budget for Information management capacity building activities, assets and any travel related cost.For Projects using LMMS;Oversees wireless connectivity issues between mobile devices, routers and roaming servers in field operations, troubleshooting where necessary. Ensures correct functioning of LMMS in beneficiary registration, enrolment, household updates and commodity distribution activities. Troubleshoots technical problems as they arise (including forcing the movement of filed data to permanent data repositories). Ensure backups of field data collection and ensures safety of data collected in field operations by password control to databases and encryption of laptop data where required. Help administer LMMS system users within the project in coordination with the commodity officer / manager. Serve as technical point of contact/support for Food Distributors and reports back to the core system delivery team on state of field deployments. Work with software developers and software partners in new systems development. Install LMMS in roaming servers, mobile devices and perform system data updates as required for field use. Report technical failures, help to replicate problems and lead field installations with system upgrades/new releases.Document technical shortfalls within the existing mobile product offering and with new version releases.Leads capacity development with field staff to ensure adequate DMT Information Management systems coverage, WVI standards in cash and food management and reporting.Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future, and provide reports on the progress of compliance efforts to management.Ensure that the quality of the reports coming from the field is maintained as the donor and WVI standards.Perform any other duties as required by the Cash, Food Assistance & GIK Senior Officer or his/her designeeParticipate in the evaluation of the project interventions.

KNOWLEDGE, SKILL AND EXPERIENCE

Required Education, training, license, registration, and/or

Certification

Bachelor’s degree in social sciences and computer science.

Required Professional Experience

At least 2 years of working experience in Commodity Tracking System (CTS), SCOPE and reporting.

Required Language(s)

Fluent in Dari Or Pashtu

English written, speaking and reading

Required travel and/or work environment accommodations

Excellent coordination skills since this will require coordinating with different entities with World Vision to achieve desired outcomes Commitment to continuous learning - Develop self, and maintain knowledge in relevant field at all times. Good understanding on the FPMG/DMT systems and approaches.
