The Southeast Louisiana Flood Protection Authority - East (SLFPA-E) is a political subdivision with diversified interest with potential high-risk exposure. SLFPA-E's primary mission is to provide flood control for the Eastbank, and SLFPA-E Staff is responsible for significant operation, maintenance and repair activities of numerous sea walls, levees, floodwalls, floodgates, flood valves and complex flood control structures. In addition, the SLFPA-E's safety program governs the activities of the Administrative and P.O.S.T. Certified Police Department.
The incumbent of this position performs complex administrative level duties to further develop, establish, direct, supervise and coordinate the comprehensive safety programs for the Authority and is on 24/7 call in the event of incidents or accidents requiring investigation. In addition, the incumbent prepares the budget for the Safety Program.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Five years of experience in safety inspection or training, emergency preparedness, safety education or promotion, risk management, or administrative services; OR
Six years of full-time work experience plus two years of experience in safety inspection or training, emergency preparedness, safety education or promotion, risk management, or administrative services; OR
A bachelor’s degree plus two years of experience in safety inspection or training, emergency preparedness, safety education or promotion, risk management, or administrative services; OR
An advanced degree plus one year of experience in safety inspection or training, emergency preparedness, safety education or promotion, risk management, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Distinctions:
Differs from Safety Program Coordinator by responsibility for serving as assistant to a Safety/Risk Agency Director or by responsibility for directing the overall safety program for a medium to small state agency.
Differs from Safety/Risk Agency Director by absence of responsibility for directing a comprehensive safety program for a medium to large agency with diversified workforce including law enforcement, labor trades and safety positions.

Job Duties:
80% - Safety
• Develops, revises, distributes, and maintains safety management policies and procedures for SLFPA-E to ensure uniformity with safety guidelines and practices, reporting practices, and loss prevention throughout SLFPA-E and its levee districts. Responsible for maintaining employee acknowledgement forms for safety and risk management policies.
• Works with agency management and other safety coordinators to promote increased safety awareness among agency employees.
• Reviews and investigate claims of losses and accidents and documents findings.
• Develops long and short-term goals designed to decrease potential risk and expense and to enhance the protection of the public and SLFPA-E employees. Prepares relevant Safety Meeting topics and conducts regular Safety Meetings for SLFPA-E Staff. Maintains records of such meetings, including employee sign-in sheets and topic documentation.
• Schedules and coordinates certified safety training courses.
• Maintains records of certifications for SLFPA-E drivers and equipment operators, including documentation of appropriate licenses and insurance coverage.
• Develops, revises and distributes policies for Personal Protective Equipment (PPE). Maintains employee PPE Policy acknowledgements.
• Coordinates resolution of identified/reported safety hazards with Safety Coordinators and the appropriate manager. Receives and maintains original Accident/Injury reports. Reviews reports and makes recommendations regarding methods to avoid similar incidents in the future, including recommendations for safer working practices, etc.
• Ensures that regular and unannounced safety audits and site visits are conducted to ensure that employees comply with safety guidelines, wearing PPE as required, etc. Reviews and maintains Building Inspection Reports.
• Reviews drivers' licenses, ODRs, to ensure drivers and operators are properly authorized. Reports invalid licenses, or concerns related to issues on ODRs to appropriate members of management.
• Maintains Fire Protection Systems and Fire Extinguisher Certifications.
• Develop and posts Emergency Evacuation Plans.
• Conducts Accident Review Committee (ARC) meetings. Develops and maintains Accident/Injury Schedule.
• Prepares and distributes the letters of reprimand for safety violations including accidents and failure to follow procedures. Prepares Acknowledgement Statements and Preventable Accident Reports.
• Schedules and conducts Review Hearings at the employee's request. Completes, maintains and distributes accident/injury and safety statistical information to management as required or requested.
• May present safety related information and reports at Board Meetings.
20% - Administrative
• Supervises the preparation of facilities pre-post storm events
• Directly supervises and prepares cost estimates, schedules, budgets, reports and other documents as may be required for the planning, coordination and implementation of all facility functions and activities
• Reviews projects, work processes and promotes preventative maintenance and asset management software activity to ensure work is properly completed on time and within budget
• Represents the Appointing Authority in meetings and conferences relative to the operation, maintenance and inspection of all aspects of the hurricane protection when requested.
• Coordination and resolutions of responses to complaints, issues
• Assigns work to staff, monitors progress and addresses any performance or behavior issues
• Sets work schedules for staff, ensuring proper coverage and approves leave
• Prepares CPM documents for subordinates
• Responsible for the professional training, development and advancement of staff
NOTE: The SLFPA-E is an emergency-oriented agency. Part of the agency's mission is to protect life and property across Orleans, East Jefferson, and St. Bernard parishes from tidal surge, wind-driven water and flooding. In emergencies during hurricane/tropical storm events, the incumbent may be required to be on call and must report for duty if so required, remaining on duty in such situation until released from duty by the appropriate authority
