PURPOSE OF THE ROLE

Provide after-hours support for client queries and to ensure the site is secure. Enhance the company’s physical security and information security strategies. Assist after hours with all client related queries.

The Safety and Security Officer will be responsible for the Occupational Health, Safety and Environment of Teraco’s Durban premises with a responsibility to support the HSE officers appointed to other Teraco sites. The Durban Safety and Security Officer will report operationally to the National HSE Lead: DC Operations and to the Durban Data Center Manager – these are indirect reporting lines. The direct reporting line is to the Head of Security. 

This role is a 06:00 – 18:00 weekday role, but requires the incumbent to be available after hours, if the onsite security team requires support or oversight. 

Main Functions of the Job

Security
• The Safety and Security Officer is responsible for the day to day management of the teams ensuring that Security Standard Operating Procedures are followed, administering the contract to ensure the smooth running of the operation. They will ensure that all new staff receive adequate training and induction and coach, mentor and motivate teams to ensure contract efficiency at all times.  
• Lead physical security risk management activities to enhance the value of the company.
• Command and control of the day to day management of all onsite security officers as directed by the Security contract. 
• Oversee, coordinate and lead security requirements with vendors who safeguard the company's assets, intellectual property and technology as well as the physical safety of employees and visitors.
• Identify protection goals, objectives and metrics consistent with corporate strategic plan and compliance requirements. 
• Physical protection responsibilities will include asset protection, workplace violence prevention, access control systems, video surveillance, network and access control access, employee education and awareness, and more.
• Work with the executives to prioritize security initiatives based on appropriate risk management.
• Maintain relationships with local, national and law enforcement agencies and other related government agencies. 
• Oversee incident response planning as well as the investigation of security breaches, and assist with disciplinary and legal matters associated with such breaches as necessary. 
• Work with outside consultants as appropriate for independent security audits.
• Perform daily, weekly, quarterly and annual audits and reviews to validate that security is deployed as expected. 
• Assist the Operations Security Administrators in maintenance and repair of the security system. 
• Adherence to standard operating procedures and to IT Security governance and policies.
• Take initiative to improve IT Security and better fulfill the needs of the user-base.
• Comply with client specific security procedures, including incident and change control procedures.
• Assist after hours with all client related queries (Monday to Sunday) 
• Do daily CCTV/Access Control checks and report any discrepancies.
• Conduct a complete patrol throughout the premises daily to ensure everything is still in order and report any discrepancies.
• Conduct daily checks on all key registers and escalate immediately if any keys are missing.
• Conduct daily camera reviews to ensure all cameras are fully operational
• Accept all client deliveries to the premises and ensure all relevant documents linked to the tickets has been uploaded to Ozone.
• Assist or escalate with all unexpected incidents that might occur after hours.
• Support the National security team, as requested from time to time.
• Manage contractor biometric group and contractor per group access across all sites, where Gallagher or equivalent deployed. 
• Perform contractor quarterly access audits across all sites. 

Occupational Health & Safety
• Support the DCM in aligning the EPP with the HSE organogram and appointments. 
• Provide and advise DCM’s and staff on HSE compliance matters. 
• Ensure compliance with Teraco’s operational HSE specification pertaining to contractor management. 
• Implement Teraco’s HSE incident management procedure. 
• Advise the DCM on the management and control of the requirements of the waste management plan. 
• Inspect projects in relation to the HSE specification (segregated and non-segregated projects). Ensure all deviations are addressed timeously. 
• Support the employer in his/her duty to ensure a safe work environment to contractors, staff, visitors, and clients. 
• Represent Teraco in an advisory or nominated position as a member of the HSE committee meetings on matters regarding workplace health, safety, and environment. 
• Validate contractors HSE induction prior to commencing work on Teraco premises. 
• Participate in contractor risk management process i.e., risk assessment, review of method statement, and the communication thereof. 
• Verify the implementation and compliance of HSE work procedures and plans. 
• Compile monthly HSE reports and submit to Head of HSE operations for Environmental, Social, Governance and Environmental (ESG) and Board reporting.
• Conduct and validate that applicable HSE inspections are done as per the schedule. 
• Ensure all HSE signs and notices are prominently displayed on site.
• Enforce and maintain good housekeeping principles with Teraco staff and contractors.
• Inform Head of Occupational Health, Safety, and Environmental operations of any HSE training needs of employees on premises.
• Ensure all health, safety and environment reps conduct a monthly HSE rep inspection of their work areas.
• Ensure that all teams conduct a weekly HSE toolbox talk.
• Participate in all HSE audits, conducted internally, either by third parties and/or clients. Action any External or Client initiated HSE audit findings within the timeline and to the required quality.
• Provide HSE support to Project Management during Construction Activities. 
• Work after hours and weekends as per Teraco operational requirements and Teraco policy. 
• Performing of daily task inspection and planned job observations.
• Ensure all planned and scheduled HSE drills are conducted and recorded.

Information Security

Qualifications and Experience
• Matric (mandatory).
• Accredited BTech qualification in HSE.
• Minimum of 4 years’ experience in the physical security domain.
• At least 5 years’ experience in HSE operations, maintenance, or construction.
• Vendor management experience with an understanding of SLA enforcement.
• Proven track record in administering and managing physical security protocols.
• Registration with SACPCMP or equivalent health and safety body (advantageous).
• Experience in health and safety legal compliance and incident management.
• Valid driver’s license and access to own vehicle.
• ISO 27001 and/or ISO 14001 and/or ISO 45001 Implementation training/certified preferred, but not mandatory
