SAFETY AND OCCUPATIONAL HEALTH SPECIALIST (TITLE 32)
Summary This a National Guard Title 32 Excepted Service Position. This position is an Indefinite GS-0018-09/11 SAFETY AND OCCUPATIONAL HEALTH SPECIALIST (TITLE 32), Position Description Number D2940000/D2939000 and is part of the MO State Aviation Office. This is a non-bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW. Responsibilities Serves as the State, Territory, District of Columbia Safety and Occupational Health Specialist in the maintenance of a comprehensive ground and explosives, safety program for the State. Implements plans, methods, and assess risks to improve safety in the workplace and off-duty environments. Reduces preventable mishaps in the preservation of ARNG personnel, equipment, facilities, and resources. Reviews and updates the State SOH Plan to include all applicable Army SOH functional areas. Performs inspections of daily operations and workplaces. Identifies high risk hazardous operations and procedures and ensures mitigation countermeasures are effective. Conducts safety and occupational health surveys of offices, storage areas, and industrial areas to determine compliance with applicable occupational safety standards. Identifies hazards and unsafe conditions and practices. Reports findings, assigns risk assessment codes, recommends corrective actions, and conducts follow-up inspections. Conducts safety education. Prepares and conducts general and specialized training courses for supervisors, collateral duty representatives, labor union representatives, safety committees, and employees on safety related matters. Investigates and prepares responses to employee reports of alleged unsafe or unhealthy working conditions. Leads or participates in interdisciplinary working groups to support local initiatives, resolve safety related issues, or develop strategies for improving safety performance. Serves as project officer for local safety initiatives. Performs or participates in mishap investigations involving Army personnel, equipment, property, or operations. Utilizes the Army Safety Information Management System (ASMIS) to upload mishap reports. Reviews purchase, service, and construction contracts. Reviews contractor safety plans’ inclusion of safety requirements which are applicable to the type of work being performed or product to be delivered for acceptance. Coordinates with external agencies and prepares and revises safety instructions, guides, and taskers that are relevant to higher Army headquarters, States, contractor, and subordinate installation employees. Investigates claims for Environmental Differential/Hazardous Differential Pay and prepares findings. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Army National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - 1LT (O-2) GENERAL EXPERIENCE: Must possess experience, education and/or training which provided you with a good understanding of administrative methods for accomplishing the work of an organization. This experience must reflect the ability to analyze problems, come up with practical solutions, and to communicate effectively with others. GS-09 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience at the GS 07 grade level or equivalent that provided the ability to perform periodic onsite surveys, determine compliance with applicable occupational safety standards; prepare or revise safety instructions and guides; advise personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps; and investigate mishaps, obtain statements from witnesses, and photograph mishap scenes. This specialized experience must also include the ability to record circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage. GS-11 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience at the GS 09 grade level or equivalent provided the ability to provide perform periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system; recommended measures and methods to correct safety and occupational health deficiencies; participate in planning for testing of munitions, and assure integration of explosive safety criteria in testing procedures and reviewed test implementation directives for inclusion of appropriate safety criteria. This specialized experience must also include preparing supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures. This position will may be filled at the GS-09, trainee grade, or the target grade of GS-11. An applicant who is selected at the trainee grade will have potential for promotion to the target grade without further competition. Promotion to the target grade level will be made after qualifications and eligibility requirements have been met and the incumbent is performing at the higher level in a satisfactory manner. Additional Conditions of Employment: May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Required to handle and safeguard sensitive, personal, and/or classified or information covered under privacy act laws in accordance with regulations to reduce potential compromise. Education This job does not have a qualification requirement that allows substitution of education for specialized experience.
