Job Summary

The job holder is responsible for implementing a positive safety culture onboard the rig, whereby she/he will have to guide and mentor personnel by observing tasks, holding frequent discussions with colleagues, and conveying messages to the rig through various means (morning meetings, pre-tour meetings, toolbox meetings, COW meetings and weekly safety meetings). S/he is also one of the first points of contact onboard the rig via rig inductions to onboarding personnel where they will introduce to onboarding personnel the Total Energies safety initiatives in place (DJST, SGL, LSC, Golden Rules, Rewards & Sanctions and Well Sentinel). The main tasks of the position are to be executed outside amongst the crew, monitoring and mentoring them on safe working practices (i.e., complying with the Golden Rules, Company, and Rig contractor procedures). Other primary duties also include auditing safety equipment records, PTW as well as conducting hazard hunts and being involved with any HSE events that may occur onboard the rig. There is also a small amount of paperwork duties to be performed. Daily, the RSSA is to create and distribute the daily HSE report amongst onshore and offshore personnel; inputting data into the Zero Fatality KPI tracker; and dealing with emails as and when required.

General Requirements:

The Rig Site Safety Advisor (RSSA) shall support the RSES in his mission and role as described in the CR HSE 035.

His/her main objective is to help the RSES in his/her HSE responsibility but NOT to take responsibility in place of the RSES (The RSES remains the Leader for management of all HSE matters and emergency situations in collaboration with the Contractor's Person in Charge).

Other objectives of the RSSA are:

To improve the overall HSE performance on the Rig Site, by promoting an HSE knowledgeable and motivated Site team performing safe operations.To support and promote the HSE Management System in force on the Rig Site as described in the Bridging Document which summarized the merge of both Contractor and Total Energies HSE-MS. To ensure that Contractor and Total Energies E&P Angola HSE regulations are respected by familiarizing with both HSE­ Management System.

Duties:

To be outside a large portion of the working day, observing, assisting, and providing support to the operations being conducted.To identify the potential hazards and the abnormal situations on the Rig Site, warn immediately the personnel involved and take necessary actions to keep a permanently safe level of activities. Identified deviations which cannot be rectified on the spot must be reported to the Rig management and the RSES at the earliest. To promote a high level of HSE awareness for day-to-day operations and in addition for the non-routine and specific operations requiring additional caution. To Conduct 2 Permit to Work audit (choose different rig sections each day) and 1 x Life Saving Check per shift, involving available Service companies' personnel (invite one service company worker to participate in PTW audit and LSC, taking the opportunity to coach them on Tota/Energies initiatives and expectations): Outside task at the end of the shift (To be input into the computer 5-10 mins). To participate in the preparation of critical operations and to assist Contractors and Service Companies' representatives in development of Risk Assessments (or Job Safety Analysis: JSA) for the tasks conducted on the Rig Site. To perform quality checks on JSA developed by Rig Site personnel. To be present at the beginning of critical operations to ensure that all safety measures decided during the preparation of the JRNJSA have been properly implemented. To take a step back position during these critical operations to have an overall view of the situation. To participate in pre-job or tool-box meetings to ensure that they are conducted properly, and that the information given to the crew is complete and comprehensive. To ensure that all hazardous areas and zoned areas comply with respect to barriers, labeling, class of equipment used. To audit and inspect 3rd party and Contractor equipment, maintenance logs, and certifications. To regularly witness all kinds of Safety and Emergency Drills to ensure that they are conducted properly and assist to the post-drill debriefings to highlight the deficiencies which may have been observed. To ensure that these deficiencies will be corrected at the earliest. To promote and be the facilitator for effective deployment of TotalEnergies HSE Initiatives and campaigns onboard the rig site (outside): Zero Fatality program, Work at Height requirements, Perfect day, Golden rules, Stop Work Authority (use of stop card), Safety+ (positive actions), Drops prevention, Well Sentinel and support those deployed by Rig Contractor (i.e., Hands free operations). To promote a good awareness in incident prevention on the Rig Site, mainly by giving a full support to the Contractor anomaly reporting system in force and motivating all personnel to adopt a safe behavior.

Other Responsibilities:

To read and evaluate observation cards submitted in the previous day. Investigate any that may require further attention. 15 mins - part of morning report duties.To prepare and lead specific HSE initiatives and campaigns to enhance the safety culture on the site, in collaboration with the Total Energies E&P Angola OSL (Operational Safety Leader) or Drilling HSE Coordinator onshore.To assist the RSES in any incident investigation and draw the preliminary corrective actions to avoid recurrence. To prepare investigation report as requested and submit same to RSES approval. To participate to any CTA (Cause Tree Analysis) or investigation meeting performed on the Rig Site.To ensure that any incident (injuries, spills, or damage to equipment) is reported in line with the requirements of the Total Energies E&P procedure. To ensure that the event reports (required for all incidents and high potential anomalies) are elaborated, approved by RSES, and provided within 24 hours to the Total Energies E&P Angola onshore management.To assist the Rig team during any specific emergency incident encountered, as per RSES requirements.To have regular discussions with the RSES to ensure that the global operations HSE aspects are included in the day-to-day activities of the RSSA and that both persons have a good level of information (Ongoing throughout day, discussions when something of note occurs and a required action is necessary).To have regular discussions with the Contractor's HSE representative or Rig Safety Officer and Rig Management to ensure that HSE problems are known of both parties, debriefed and that the actions are coordinated (Ongoing throughout day, discussions when something of note occurs and a required action is necessary).To have regular contacts and discussions with the Total Energies E&P Angola OSL (Operational Safety Leader)/Drilling HSE Coordinator onshore and keep him informed about concerns, problems, achievements, findings to help in coordinating the actions on all Rigs working for Total Energies E&P Angola (as and when required).To participate to all meetings, i.e., morning meeting, pre-tour, Toolbox meeting, COW meeting, Weekly meetings (present topics), Service Companies' meetings.To participate in Rig Site Safety Inductions to enforce Total Energies' HSE requirements, Initiative, and campaigns. To regularly audit the content and the quality of the Rig Site Safety Inductions given to all arriving personnel and ensure that they are in line with the Total Energies recommendations: GM FP SAF 01 "Rig Site Safety Induction" under supervision of OSL/Drilling HSE Coordinator onshore.To conduct regular audit of company HSE dossier and ensure accuracy of the procedures as well as knowledge of same (every 2 months).To assist the RSES for the preparation and organization of HSE Site Committee Meeting and other meetings/campaigns/workshop organized on site by Total Energies E&P Angola (as and when required).To develop knowledge about Total Energies and Rig Contractor Bridging Document, ensuring it is implemented on site as well as monitoring of its accuracy.Monitor PPE emergency stock for TotalEnergies personnel onboard the rig.

Obs.: The above listed duties are the main responsibilities to be covered by the RSSA Nevertheless, this list is not exhaustive and additional scope can be brought up by the RSES depending on the specificity of the site or operations (SIMOPS aspects).
